A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF-POWAY, CALIFORNIA
INITIATING GENERAL PLAN AMENDMENT 89-01
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq, of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, General Plan Amendment 89-01 is proposed for the January 31, 1989
public hearing before the City Council and that hearing will constitute the
first of four GPA hearing for 1989 as allowed by the Government Code; and
WHEREAS, Section 17.46.020B of the Poway Municipal Code (Zoning Development
Code) provides that a change in the boundaries of any zone or a change in the
regulations may be initiated by resolution of the City Council; and
WHEREAS, General Plan Amendment 89-01 consists of five separate City-
initiated applications as identified below.
GPA/ZC 89-01A: This is a City-initiated proposal to redesignate the land
use and zoning for approximately seven acres of vacant land from RS-2 (1-2
du/net acre) to RA (12-20 du/net acre), RC (7-12 du/net acre), or CG
(Commercial General).
The subject property is immediately west of the intersection of New Pomerado
Road and Stowe Drive in the South Poway area. The proposed change would
also involve the westerly extension of Stowe Drive to intersect Old Pomerado
Road just north of the Beeler Creek bridge. Pursuant to Council direction
on September 22, 1988, the staff report for this item will include an analy-
sis of land use and zoning for the entire Old Pomerado Road corridor between
New Pomerado Road and the south City boundary.
GPA/ZC 89-01B: This item is a City-initiated proposal to redesignate a one-
acre parcel of vacant land located south of Poway Road and immediately west
of Vista View Drive from Residential Single Family I (1 du/net acre), RS-1
zone to CC (Community Commercial) or CG (Commercial General).
GPA 89-01C/ZOA 89-01: This item is a City-initiated proposal to amend t~e
texts of the Housing Element of the General Plan (GPA 89-01C) and the Mobile
Home Park (MHP) zoning regulations of Zoning Development Amendment (ZOA
89-01).
GPA/ZC 89-01D: This item is a City-initiated proposal to redesi§nate the
land use and zoning for a portion of a vacant parcel from Residential
Single Family 2 (1-2 du/net acre), RS-2 zone to ~kS (~anufacturing Service).
T~e parcel is located south of Poway Road and immediately west of Golden
Way.

GPA/ZC 89-01E: This item is a City-initiated proposal to redesignate the
land use and zoning of a vacant parcel from Open Space (OS) and Residential
Condominium (RC) to some combination of zones which could include various
residential and commercial designations located at the northeast corner of
Poway Road and Carriage Road.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway,
by adoption of-this resolution, does hereby initiate General Plan ~nendment
89-01, and associated changes to the zone boundaries, as identified above.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this lOth day of January, 1989.
