A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
ADOPTING THE SERIES 7 REGIONAL
GROWTH FORECASTS AND ESTABLISHING
A POLICY DISCOURAGING GROWTH BEYOND
THE FORECASTED LEVEL
WHEREAS, the City of Poway has worked with the San Diego
Association of Governments (SANDAG) to update the Regional Growth
Forecasts; and
WHEREAS, confirmed data from the 1980 U.S. Census and current
land use information was used as a basis for these forecasts; and
WHEREAS, the Forecasts show the likely future size of the City
based on the expected implementation of the General Plan between
1986 and 2010; and
WHEREAS, all 18 cities in the San Diego region and the County
of San Diego participated in the process in order to ensure that
local General Plans and Community Plans will complement each other
in their implementation and the implementation of the Regional
Comprehensive Plan; and
WHEREAS, these Forecasts will be used by SANDAG in all regional
plans to assure their consistency and accuracy; and
WHEREAS, the City of Poway intends to use the Forecasts for all
General and Community planning, sphere of influence, public faci-
lity and local trnasportation studies to ensure their consistency
and accuracy; and
WHEREAS, the Forecasts will be updated periodically at the
direction of the SANDAG Board; and
WHEREAS, the adoption of these Forecasts will have no effect
on the State subventions received by the City of Poway.
WHEREAS, unchecked residential growth can tax the ability of
governmental agencies to provide necessary services and facilities
and detract from the "quality of life;" and
WHEREAS, SANDAG has requested that member agencies establish
use of the five-year housing unit total from the Series 7 Regional
Growth Forecasts as policies to guide the issuance of building per-
mits for the five years from January 1, 1989 to December 31, 1993;
and
WHEREAS, the Forecasts represent the amount of growth the
region is likely to have and their adoption as policies guiding
building permit activity will enable cities and the County to meet
their housing needs at a rate that avoids adverse economic and
environmental impacts and does not impose artificial caps on local
housing development.

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of
Poway hereby adopts the Dooulation element of the Series ? Regional
Growth Forecasts for the City and certifies its use by SANDAG for
all regional studies and plans described in the FY 88-89 Overall
Work Program and subsequent Work Programs until the Forecasts are
updated.
BE IT FURTHER RESOLVED that the City of Poway and SANDAG will
work together to monitor: (a) changes in household size in the
City and (b) the number of dwelling units added each year to the
City's housing supply.
BE IT FURTHER RESOLVED that the Series 7 Regional Growth Fore-
casts for the future ~o~ulation of Poway are in substantial confor-
mance with the Poway General Plan.
BE IT FURTHER RESOLVED that it is the Dolicy of the City of
Poway to discourage residential growth in the years 1989-1993
beyond that anticipated by the Series ? Regional Growth Forecast.
