A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF-POWAY, CALIFORNIA
DENYING GENERAL PLAN AMENDMEN? 89-01E
AND ZONE CHANGE 89-01E
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq, of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, the City of Poway has initiated a General Plan amendment and com-
panion zone change application (GPA/ZC 89-01E) which proposes the redesignation
of land use and zoning for approximately 11.32 gross acres of undeveloped land
located at the northeast corner of Poway Road and Carriage Road; and
WHEREAS, the subject property is described as Assessor Parcels 317-090-39
(4.70 gross acres) and 317-090-40 (6.62 gross acres) having a combined total of
approximately 11.32 gross acres and currently owned by Presidio Investment,
Ltd.; and
WHEREAS, the current General Plan land use and zoning designations of the
subject property consist of Residential Condominium (7-12 du/net acre), RC zone,
for approximately six acres and Open Space, OS zone,'for approximately 5.32
acres; and
WHEREAS, the proposed land use and zoning redesignations under the subject
application involves some combination of zones which could include various resi-
dential, commercial, and open space designations; and
WHEREAS, the City Council finds that the proposed application, GPA/ZC
89-01E, may result in potential adverse environmental impacts, land use incom-
patibility, and may be in conflict with the policies of the Poway General Plan
and the purpose and intent of the Poway Zoning Development Code; and
WHEREAS, the City Council further finds that the existing land use and
zoning designations would foster a feasible and compatible development project,
subsequent to the RC and OS policies and regulations of the City of Poway.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby deny appli-
cation GPA/ZC 89-01E, as fully described above.
