A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF-POWAY, CALIFORNIA
DENYING GENERAL PLAN/ZONE CHANGE 89-01A
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise'to amend the City's Comprehensive Plan: and
WHEREAS, Section 65350, et seq, of the California Government Code describes
the procedures for amending the City's Comprehensive Plan; and
WHEREAS, the City of Poway has initiated a General Plan Amendment/Zone
Change application, GPA/ZC 89-01A, proposing a modification of land use and
zoning for property owned by Anthony Aviano, described as Assessor Parcels
317-232-16 (0.59 acres), 317-232-17 (4.92 acres), and 317-242-05 (1.10 acres)
having a total area of approximately-6.61 acres of undeveloped land located
immediately west of the intersection of New Pomerado Road and Stowe Drive in the
South Poway area, and on the north and south sides of the proposed westerly
extension of Stowe Drive between New Pomerado and Old Pomerado Road; and
WHEREAS, the application proposes changes in land use and zoning from
Residential Single Family 2 (1-2 du/net acre) to Residential Apartment (12-20
du/net acre) for approximately 1.72 net acres on the north side of the proposed
Stowe Drive extension, and from Residential Single Family 2 (1-2 du/net acre) to
Residential Condominium (7-12 du/net acre) for approximately'4.57 net acres on
the south side of the proposed Stowe Drive extension, and said application also
involved the consideration of a proposed Old Pomerado Road Corridor Study bet-
ween New Pomerado Road and the south City boundary; and
WHEREAS the City of Poway held a properly noticed public hearing in accor-
dance with the California Government Code and the California Environmental
Quality Act to consider the subject application; and
WHEREAS, the City Council finds that the proposed General Plan amend-
ment/zone change could not be justified based upon land use planning and enviro-
mental considerations.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby deny
General Plan Amendment/Zone Change 89-01A and hereby directs staff to proceed
with the preparation of the proposed Corridor Study as discussed by the City
Council at said public hearing.
