A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
OPPOSING THE DISSOLUTION OF
COUNTY SERVICE AREA NO. 5 - HIGH VALLEY ROADS
WHEREAS, in September 1966, the County Board of Supervisors formed County
Service Area 5 - High Valley Roads for the purpose of assessing the property
owners for maintenance of roads which did not meet County standards for accep-
tance into the dedicated and County maintained road system; and
WHEREAS, upon recommendation of the County of San Diego, CSA #5 remained as
a separate County Service Area after the incorporation of the City of Poway; and
WHEREAS, the County now desires to dissolve CSA #5 and transfer design and
maintenance liability to the City of Poway against the wishes of both the City
of Poway and the High Valley property owners; and
WHEREAS, the County of San Diego has always recovered all costs of the main-
tenance within the County Service Area and cannot demonstrate any reasonable
cause for dissolving the County Service Area.
WHEREAS, it is believed that a majority of the voters within the service
area oppose the dissolution of County Service Area No. 5
NOW THEREFORE, be it hereby resolved that the City Council of the City of
Poway opposes the dissolution of County Service Area § - High Valley Roads and
requests that the Board of Supervisors cease the action for dissolution and
return to the County Service Area fund monies which have been expended in pur-
suit of the dissolution.
