Res 89-073RESOLUTION NO. 89-073 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA ADOPTING THE BOUNDARY OF THE FOCUSED PLANNING AREA FOR THE SAN DIEGUITO REGIONAL OPEN SPACE PARK THAT LIES WITHIN THE JURISDICTION OF THE CITY OF POWAY WHEREAS, in August 1987 the SANDAG Board of Directors formed an Executive Committee of elected officials from the County of San Diego and the Cities of Del Mar, Escondido, Poway, San Diego, and Solana Beach to provide policy direc- tion for the creation of an open space greenbelt and park system in the San Dieguito River Valley designated as the San Dieguito Regional Open Space Park (hereinafter referred to as "Park"); and WHEREAS, August 18, 1987, the City Council appointed a Councilmember to serve on the Executive Committee, representing the City of Poway; and WHEREAS, since formation of the Executive Committee, the Committee has met monthly to adopt goals and objectives for the Park and develop preservation strategies to maximize the Park's open space opportunities for purposes of guiding the planning program; and WHEREAS, the Executive Committee has adopted a focused planning area which delineates planning boundaries for the Park, generally encompassing relatively undeveloped areas within and adjacent to the San Dieguito River Valley and extending from the Pacific Ocean to Sutherland Reservoir; and WHEREAS, the Executive Committee has recommended that each public agency cited above, and having jurisdiction for portions of the river valley, adopt the focused planning area for the regional park to facilitate comprehensive, regional planning. NOW, THEREFORE, the City Council of the City of Poway does hereby resolve as follows: 1. That the City Council adopt the focused planning boundaries of the San Dieguito Regional Open Space Park as they lie within the City of Poway. That the focused planning area for the San Dieguito Regional Open Space Park shall be, for planning purposes only, those boundaries depicted on the SANDAG Executive Committee map, as approved on September 16, 1988, and Shown as Attachment 2. That the Executive Committee may from time to time recommend alterations of the boundaries; provided that approval of said boundaries shall be subject to all procedures necessary for amending this resolution. That recognition of the focused planning area boundaries is not intended to constitute an announcement of the City of Poway's intent to acquire by purchase or condemnation any particular parcel of property located within said boundaries; but rather is intended to facilitate continued planning for potential future park development; Resolution No. 89-073 Page 2 5. That any parcels within the conceptual boundaries of the proposed park which are ultimately excluded from the Park and utilized for private purposes will be developed in a manner consistent with all applicable zoning and land use regulations. 6. That any action regarding the boundaries of the proposed Park does not preclude the continued use of property in a manner consistent with existing zoning and land use regulations.
