Res 89-074 RESOLUTION NO. 89-074 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA INITIATING GENERAL PLAN AMENDMENT 89-02 WHEREAS, the City Council of the City of Poway recognizes that the need may arise to amend the City's General Plan; and WHEREAS, Section 65350, et seq, of the California Government Code describes the procedures for amending General Plans; and WHEREAS, General Plan Amendment 89-02 is proposed for the June 13, 1989 public hearing before the City Council and that hearing will constitute the second of four GPA hearings for 1989 as allowed by the Government Code; and WHEREAS, Section 17.46.020B of the Poway Municipal Code (Zoning Development Code) provides that a change in the boundaries of any zone or a change in the regulations may be initiated by resolution of the City Council; and WHEREAS, General Plan Amendment 89-02 consists of two separate City- initiated applications as identified below. GPA/ZC 89-02A - This item involves an application that was considered on September 13, 1988 (GPA/ZC 88-03E, Elivia Zupon/Richard Kuebler, Applicants). Council determined that an environmental impact report was required for the project and denied the application without prejudice. The EIR has been completed and is now out for public review. The application proposes the rede- signation of land use and zoning for approximately 35 acres located south of Poway Road and between Midland and Community Roads. Poway Creek bisects the site from east to west. The land on the north side of the creek is zoned Commercial Community (CC) and Mobile Home Park (MHP), Haley Trailer Ranch, and is proposed for CC zoning in its entirety. The land on the south side of the creek is zoned RS-1 and is proposed for MHP zoning which would accommodate the relocation of the Haley Trailer Ranch. The final EIR along with the proposed application will be considered by Council at the hearing. GPA 89-02B and ZOA 89-05 - This item involves a General Plan Amendment and Companion Zoning Ordinance amendment concerning slope criteria for public/semi-public land uses. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway, by adoption of this resolution, does hereby initiate General Plan Amendment 89-02, and associated changes to the zone boundaries, as identified above.
