A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
INITIATING GENERAL PLAN AMENDMENT 89-03
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq, of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, General Plan Amendment 89-03 is proposed for the June 13, 1989
public hearing before the City Council and that hearing will constitute the
third of four GPA hearings for 1989 as allowed by the Government Code; and
WHEREAS, Section 17.46.020B of the Poway Municipal Code (Zoning Development
Code) provides that a change in the boundaries of any zone or a change in the
regulations may be initiated by resolution of the City Council; and
WHEREAS, General Plan Amendment 89-03 consists of two separate City-
initiated applications as identified below.
GPA/ZC 89-03A and PC 89-01 - This item involves an application that was to be
considered on September 13, 1988, but was withdrawn by the applicant at the
public hearing (GPA/ZC 88-03M and Planned Community 88-01, Bruce Tabb,
applicant). A final EIR was completed for the project but was not certified by
Council. The application proposes the redesignation of land use and zoning from
RR-A, RR-B, and RR-C to Planned Community (PC Zone) with a companion Planned
Community Development Plan (PC 89-01). A revised final EIR along with the pro-
posed applications will be considered by Council at the June 13, 1989 public
hearing. The proposal would be subject to City of Poway Proposition FF approved
on November 8, 1988.
GPA 89-03B - This item is a separate application from, but associated with,
GPA/ZC 89-03A and PC 89-01 as described above. The application proposes a modi-
fication to the General Plan Circulation Element concerning Old Coach Road from
a through-arterial connection between Espola Road on the south and Highland
Valley Road on the north, to a limited-arterial connection with a gated cul-de-
sac terminating at the northerly project boundary of the proposed Old Coach
Planned Community Development Plan (PC 89-01).
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway,
by adoption of this resolution, does hereby initiate General Plan Amendment
89-03, and associated changes to the zone boundaries, as identified above.
