A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
CERTIFYING THE FINAL ENVIRONMENTAL
IMPACT REPORT FOR THE HALEY TRUST PROPERTIES PROJECT,
GENERAL PLAN AMENDMENT AND ZONE CHANGE

CITY OF POWAY: LEAD AGENCY
WHEREAS, the City of Poway received General Plan Amendment and Zone Change
application GPA/ZC 89-02A concerning approximately 35.06 acres of land located
at the southeast corner of the intersection of Poway Road and Community Road,
Assessor's Parcel Number 317-480-11: Elvira Zupon, applicant and trustee for
the Haley Trailer Ranch, and Richard Kuebler, co-applicant; and
WHEREAS, the subject application consists of General Plan Amendment (GPA
89-02A) concerning an amendment of the Land Use Element Plan of the Poway
General Plan and companion Zone Change (ZC 89-02A) concerning an amendment of
the City of Poway Zoning Plan; and
WHEREAS, a Draft Environmental Impact Report (EIR) was prepared for the pro-
ject application and circulated for public review, and following the public
review period, the Final EIR was prepared for consideration with the project
application at the Poway City Council's June 13, 1989 General Plan Amendment
89-02 hearing; and
WHEREAS, pursuant to recently enacted State legislation (AB 3180), a
Mitigation Monitoring/Reporting Program has been prepared to ensure the success-
ful implementation of all mitigation measures identified in the Final EIR, and
said program is contained in the Final EIR; and
WHEREAS, the City Council held a properly noticed public hearing on June 13,
1989 to consider the subject Final EIR and the General Plan Amendment/Zone
Change 89-02A application in accordance with the California Government Code and
the California Environmental Quality Act.
NOW, THEREFORE, the City Council of the City of Poway does hereby certify
that:
The subject Final EIR for the aforementioned project application has
been prepared and completed in compliance with the California
Environmental Quality Act and the City of Poway Procedures for
Implementing CEQA.

The subject Final EIR for the aforementioned project application was
presented to the City Council who reviewed and considered the infor-
mation contained in that document including the response to public com-
ments, and considered all testimony received at the public hearing
prior to approving the project application.
