trails nelos to achieve a higher cuality of life for the residents
o` t�orth San Diego County by providing recreational opportunities ,
promoting alterna:ive non-motorized transportation co_ridors,
preservina and providing open space areas , creating links between
parks ar;d other recreational areas , and providing ot'�er ber.e_°its .
C . Czrtain ef the sicnatory public aaencies have identified
t_*ai_s as an imoortant conpo;.ent o� the circulation system in No_*th
San �iego �oun`_y and have established crite*ia and requirements for
��e P:c�;is :on of trails b�� �ormal action in the circu�ation or other
elemen'*_s of tce General ?lan for the agency .
� . The signatory public agencies desire to establish a
committee to be known as tne North San Diego County Regional Trails
Committee � the "committee" ) to provide a clearinghouse for
information relating to trails and for coordination of trail
�lanning, design and development by the various signatory public
agencies . This memorandum of understanding establishes a framework
�or t�� creation and responsibilities of the Committee .

contract between any of the signatory public agencies nor shall this
memoran3�m be construed to be an agreement for the joint exercise of
powers o: creating a joint powers agency under the provisions of
Governm=r.t Code Section 6500 et seq, Each signatory public agency
shall retai� full regulatory authority with respect to the subject
matte* of this memorandum of understanding and full discretionary
autnority with respect to the provision of trails within their
*espec:iv� jurisdictions .

Therefore, in furtherance of the goals set forth in the
R�citals t:�e signatory public agencies set forth their mutual
uaderstanding as follows:
THE CON,NITTEE
1 . The chief administzative officer (e .g . City F,anager ,
Chief Executive Officer , Execu�ive Director , e:c . ) of each signatory
public agency will appoint a member (and an al:ernate ) of the aaency
staff to serve as a member of t:�e committee . The committee shall be
established as soon as three members of t?�e committee are appointed .
2 . The purpose of the committee will be to do all of the
following :
a . Coordinate commuter and recreational trail links and
associated facilities between and uithin the cities and

:ecommendaticns for trail featu_*es ( i .e . bicycliag, hiki.^.g,
eauestrian uses , staging areas , paving, fencing, furniture,
landscaping , signage , interoretive cen�ers , handicap accessibiiity
and other features ) . Develop plans for regional trail routes which
connect regional recZeational areas , open space areas , historic
�reas , educational institutions , cultura�ly significant areas znd
transoortation sta5ing areas and other significanc areas in 14orth
San Diego County .
b . Research and pursue various mechanisms to Dlan, acquire,
develon , maintain and patrol traiis and associated open spac=
corridors .
c . Pursue financial and other support f*om public agencies
( inciuding aaencies of the state and federal aovernnent ) , communi*_y
service yroups , educational institutions , busir.esses and individuals
�o supplement funding by the respective signztory public agencies .
d . Generate volun:eer support .
e . Encourage and assist in the development of integrated

f . Draft proposed ordinances, plans and other implementation
documents for consideration by the signatory oublic agencies .
g. Pursue applications for grant funding for regional trails .
h . Pursue the formation of a formal joint powers authority
or joint exercise of powers agreement and make a recommendation to
the signatory public agencies regaraing the desirability of such an
authority agreement .
The committee has no legisiative or administrative authority and
shall act solely in an advisory capacity to �he chief administrative
officer of each signatory public agency or to the appropriate
planning , parks and recreation or other similar department of each
signatory public agency as may be determined appropriate by each
agency .

9 . This memorandum shall become effective upon the execution

p;.�blic agency at ar.y time .

10 . Each signatory agency shall be solely responsible for its
oan acts or omi,sions taken wit'.; respect to activities within its
jc :isdic'tion with respect to the subject matter of this memorandum .
No signatory agency shall be liable with respect `_o any comments or
requests whether implemented or not , pertaining to trail activities
of any o:her public agency . 'v7here trails of one public agency
