Res 89-110RESOLUTION NO. 89-110 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA ESTABLISHING PERMIT FEES AND REVISING THE SCHEDULE OF PREVENTION PENALTY FEES FOR SECURITY ALARM SYSTEMS WHEREAS, the City of Poway provides response to security and medical alarm systems; and WHEREAS, rules, regulations, fees and charges for have previously been established for the operation services; and services of these WHEREAS, it has been necessary to revise these rules, regulations, fees and charges from time to time; and WHEREAS, the false alarm prevention payment was last revised by the City Council of Poway on March 24, 1981; and WHEREAS, an analysis of the current fee schedule indicates that an increase in these rates is warranted; and WHEREAS, the City Council now finds that it is necessary to establish application processing fees for security alarm systems; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows: SECTION 1: That the following security alarm permit application fee to be established as follows: A twenty dollar ($20.00) fee and an application approved by the Director of Safety Services shall be required for such permit. Permit shall be renewed every two (2) years. (Ord. 9.44.030) Resolution No. 89-110 Page 2 SECTION 2. That the following schedule of charges and fees are hereby adopted with respect to all false alarm prevention fees to be effective October 15, 1989. False alarm--Prevention payment. Any person who uses an alarm system for the protection of his real or personal property or person or has an alarm system connected to the sheriff alarm system or a fire alarm system which has caused any signal, message or alarm to be transmitted to the Fire Department or Sheriff, either by direct communication from an alarm agent or an alarm business, or by a person responding to an audible alarm, and which is proven to be a false alarm, shall pay a false alarm prevention payment to the City as follows: The first two (2) false alarms in a twelve (12) month period shall be considered accidental and no penalty fees charged. The owner or lessee of the alarm system shall be notified in writing by the Director of Safety Services after the occurrence of the second false alarm, notifying him/her that any further false alarms may result in penalty assessments. The owner or lessee of the alarm system shall be assessed the following penalty fees for any false alarms above the initial two (2) false alarms in a twelve (12) month period. ae Third (3rd) false alarm - twenty five dollars ($25.00). B. Fourth (4th) false alarm - fifty dollars ($50.00). C. Fifth (5th) false alarm - one hundred dollars (100.00). Ail additional false alarms - one hundred and fifty dollars each ($150.00). Such fees shall be paid to the City Treasurer or his designee for deposit in the General Fund.
