Minutes 2011 05-02CITY OF POWAY, CALIFORNIA MINUTES OF THE BUDGET REVIEW COMMITTEE REGULAR MEETING MAY 2, 2011 The May 2, 2011, Regular Meeting of the Budget Review Committee was called to order at 6:08 p.m. in the Poway City Council Chambers Observation Room, 13325 Civic Center Drive, Poway, California. COMMITTEE MEMBERS PRESENT John Carnaroli, Howard Collins, Gary Fletcher, Jeff Mangum, Steve Vaus COMMITTEE MEMBERS ABSENT None STAFF MEMBERS PRESENT Penny Riley, City Manager John French, Director of Administrative Services Linda Troyan, City Clerk Peter Moote, Assistant Director of Administrative Services PUBLIC ORAL COMMUNICATIONS None OATH OF OFFICE City Clerk, Linda Troyan, administered the Oath of Office to the 2011 -12 Budget Review Committee members. 2. BUDGET REVIEW COMMITTEE MISSION AND CHARTER The Committee members reviewed the Mission and Charter of the Budget Review Committee including the Brown Act. 3. SELECTION OF COMMITTEE CHAIRMAN AND VICE CHAIRMAN A motion was made to nominate Steve Vaus as Chairman and Gary Fletcher as Vice Chairman. Motion was carried unanimously. 4. DISCUSSION /QUESTIONS ABOUT MATERIALS PROVIDED IN ADVANCE OF MEETING The Committee confirmed receipt of the packet of materials for preparation of the Budget Review Committee meetings. There were no questions regarding the materials. 5. GENERAL FISCAL TRENDS FOR POWAY The Committee reviewed the general fiscal trends for Poway and were provided with an overview of the budget development process and the structure of the budget document. GOALS AND OBJECTIVES Staff explained the role of the Goals and Objectives, noting that department directors would cover departmental goals with their presentation of operating budgets. 7. CHAIR AND COMMITTEE MEMBER - INITIATED ITEMS None 8. ADJOURNMENT The May 2, 2011 meeting of the Budget Review Committee was adjourned at 8:10 p.m. The next meeting of the Budget Review Committee will be Monday, May 9, 2011.
