A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
DENYING, WITHOUT PREJUDICE,
GENERAL PLAN AMENDMENT AND ZONE CHANGE
{GPA/ZC 89-04B)
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq, of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, Mr. Douglas Keyes has filed an application requesting a modifica-
tion of land use designation and zone classification on Assessor parcel
317-211-04 consisting of approximately 16.29 undeveloped gross acres and located
in the northeast corner of Pomerado Road and Metate Lane; and
WHEREAS, the application requests a change in land use and zoning from
Residential Single Family-1 {1 du/net acre), RS-l, to Residential Senior Citizen
{12-25 du/net acre), RSC zone; and
WHEREAS, the City of Poway held a properly noticed public hearing in accor-
dance with the California Government Code and the California Environmental
Quality Act to consider that request; and
WHEREAS, the City Council has considered the information presented in the
staff report on the proposed application and hereby determines that further
environmental assessment is required in conjunction with the proposed applica-
tion, and without such information a decision cannot be rendered at this time
on the proposed application; and
WHEREAS, the City Council hereby directs the City staff to prepare the
necessary environmental documentation for the proposed application in accordance
with the CEQA guidelines and the City of Poway's CEQA implementation procedures,
and to bring the application and said CEQA documentation back at a future
General Plan Amendment hearing.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby deny,
without prejudice, proposed General Plan Amendment/Zone Change 89-04B.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
