Res 89-147RESOLUTION NO. 89-147 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA AMENDING THE LAND USE ELEMENT OF THE GENERAL PLAN OF THE CITY OF POWAY COMPREHENSIVE PLAN (GPA 8g-O4D) WHEREAS, the City Council of the City of Poway recognizes that the need may arise to amend the City's General Plan; and WHEREAS, Section 65350, et seq., of the California Governmental Code describes the procedures for amending General Plans; and WHEREAS, the applicant, City of Poway, has inititated a General Plan Amendment, GPA 89-04D, for modification to the text of the Land Use Element of the General Plan regarding the establishment of location criteria for public and semi-public uses; and WHEREAS, the City of Poway heald a properly noticed public hearing in accordance with the California Government Code and the California Environmental Quality Act to consider that request; and WHEREAS, the City Council finds that proposed General plan Amendment 89-04D will not have a significant adverse impact on the environment and hereby issues a Negative Declaration. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby amend the Land Use Element of the General Plan of the Poway Comprehensive Plan as described below. Land Use Element The Land Use Element is hereby amended to include Policy 1.d, and related cri- teria, to read as follows: 1.d Public and semi-public uses should be located where the use is compatible with surrounding land uses, develop- ment intensity, topography, and architectural style. The following provisions shall guide the location of such uses: o Site should be located adjacent to a Circulation Element roadway. o Public utilities should be immediately available to the site. Project should be designed to follow and not significantly alter the natural contour of the land. Resolution No. 89-147 Page 2 o On slopes, multiple pads are encouraged rather than large single pad areas. The intensity, scale, and architecture of a pro- ject should be compatible with that of the surrounding land uses as well as with the City's rural character and image. Prominent ridgelines and hilltops as defined in the Community Design Element should not be built upon. Sites where the public/semi-public use can serve as a buffer between residential and other poten- tially incompatible use are particularly appropriate.
