A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING AN AMENDMENT TO THE CIRCULATION
ELEMENT OF THE GENERAL PLAN OF THE POWAY
COMPREHENSIVE PLAN
GENERAL PLAN AMENDMENT (GPA 89-04G}
WHEREAS, the City Council of the City of Poway recognizes that the need
may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government Code
describes the procedures for amending General Plans; and
WHEREAS, the City of Poway has initiated an amendment to the Circulation
Element of the General Plan, GPA 89-04G, concerning a modification to the text
and graphics of the Circulation Element; and
WHEREAS, General Plan Amendment 89-04G involves the deletion from the text
and graphics of the Circulation element the segment of Gate Drive/Midland Road
as a "collector arterial" classification depicted on the Circulation Element
Plan as arterial link number 35 and located between Poway Road and Link 34
(South Poway Arterial); and
WHEREAS, on September 12, 1989, the City of Poway held a properly noticed
public hearing in accrodance with the California Government Code and the
California Environmental Quality Act {CEQA) to consider City-initiated General
Plan Amendment 8g-O4G; and
WHEREAS, at said public hearing, the City Council found that the proposed
amendment will not result in any unmitigated environmental impacts and issued
a Negative Declaration with mitigation measures for identified transportation
effects of the proposed GPA 8g-O4G.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby approves GPA
89-04G amending the Circulation Element of the General Plan as follows:
General Plan Circulation Element Text Amendment - Table 4 (Exhibit A)
Table 4 - Circulation Element Classifications, (pg. 52 of the General Plan
text) includes arterial link number 35 concerning Gate Drive as a collector
arterial between Poway Road and Link 34 {South Poway Arterial), and is
described as follows:

35 Gate Drive Poway Road to Link 34 Collector
Arterial link number 35 is hereby deleted from Table 4.

In order to rectify the deletion of Link 35 from table 4, all consecutive
arterial links shall be renumbered in proper sequence.
General Plan Circulation Element Map Graphics Amendment - Figure 4 (Exhibit B)
Arterial llnk number 35 and its associated graphic line depict Gate Drive as a
collector arterial between Poway Road and Link 34 {South Poway Arterial).
This arterial link number and associated graphic line shall hereby be deleted
from Figure 4.
In order to be consistent with the General Plan Circulation Element - Table 4,
above, all consecutive arterial links shall be renumbered in proper sequence.
Adopted Circulation Plan Map Graphics Amendment - Component of the Adopted
Land Use and Circulation Plan Map (Exhibit C}
The 2,000 foot scale Circulation Plan Map graphically depicts Gate
Drive/Midland Road as a collector arterial between Poway Road and the South
Poway Arterial. The graphic depiction of this roadway segment shall hereby be
deleted from the Circulation Plan Map, including adjacent land use boundaries,
as appropriate.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
