A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
CERTIFYING THE FINAL ENVIRONMENTAL
IMPACT REPORT AND ADOPTING WRITTEN FINDINGS,
STATEMENT OF OVERRIDING CONSIDERATIONS, AND
MITIGATION MONITORING PROGRAM FOR THE
SOUTH POWAY PARKWAY (ALTERNATIVE SA) CONSTRUCTION PROJECT
(SCH #88021004)
CITY OF POWAY: LEAD AGENCY
WHEREAS, the City of Poway, as lead agency and decision maker, proposes the
South Poway Parkway {Alternative 8A) construction project involving an approxi-
mate 1.1 mile {5,800 foot) segment of a four lane, divided, limited access
arterial roadway between the intersection of the realigned Pomerado Road/South
Poway Parkway and the eastern boundary of the BCE Development property in the
City of San Diego; and
WHEREAS, the eastern portion of the proposed roadway segment traverses land
located within the City of Poway's South Poway Planned Community Development
Plan and the western portion of the segment traverses land within the City of
San Diego's Scripps Miramar Ranch Community Plan and will ultimately connect
with the planned westerly extension of the roadway {known as Scripps North
Parkway) to the 1-15/Mercy Road Interchange and said extension is located within
the City of San Diego's Miramar Ranch North Community Plan; and
WHEREAS, pursuant to an agreement with the City of San Diego, the City of
Poway as lead agency caused the preparation of a Draft Environmental Impact
Report (DEIR) for the proposed project and circulated the draft document for a
45 day public review period. Following the review period, the Final EIR was
prepared for consideration with the project by the Poway City Council; and
WHEREAS, pursuant to recently enacted State legislation {AB 3180}, a
Mitigation Monitoring Program has been prepared to ensure the successful imple-
mentation of all mitigation measures identified in the Final EIR, and said
program is contained in Section III of the Revised Draft EIR; and
WHEREAS, the Poway City Council held a properly noticed public hearing on
October 10, 1989 to consider the subject Final EIR including responses to writ-
ten public commmmlents received by the lead agency, in accordance with the
California Government Code and the California Environmental Quality Act; and
WHEREAS, the City of Poway as lead agency and decision maker, desires to
certify the Final EIR and carry out the proposed project; and
WHEREAS, the Final EIR identifies significant environmental effects of the
project for which the lead agency must make one or more written findings in
accordance with Sections 15091-15093 of the California Administrative Code/CEQA
Guidelines, and the Final EIR also identifies an unavoidable adverse significant
effect to aesthetics/visual quality for which the lead agency must adopt a writ-
ten Statement of Overriding Considerations pursuant to said code/guidelines sec-
tions, and the requisite written Findings and Statement are contained in Exhibit
A attached hereto.

NOW, THEREFORE, the City Council of the City of Poway as lead agency and
decision maker, pursuant to Section 15090 of the State CEQA Guidelines, does
resolve to hereby certify that:
The subject Final EIR for the aforementioned project has been prepared
and completed in compliance with the California Environmental Quality
Act and the City of Poway Procedures for Implementing CEQA; and

The subject Final EIR for the aforementioned project was presented to
the City Council who reviewed and considered the information contained
in that document including the Responses to Public Comments, and con-
sidered all testimony received at the October 10, 1989 public hearing
prior to approving the project. The City Council also certifies that
the subject environmental document adequately addresses the environmen-
tal issues of the proposed project.
The City Council of the City of Poway, as lead agency and decision maker, does
hereby further resolve that:
The written Findings and Statement of Overriding Considerations con-
tained in Exhibit A hereof have been prepared in accordance with State
CEQA Guidelines Sections 15091-15093 and are hereby adopted by this
resolution; and

Pursuant to the provisions of Section 21081.6 of the Public Resources
Code {AB 3180}, the City Council hereby adopts the Mitigation
Monitoring Program contained in Section III of the Revised Draft EIR
for the project.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
