Res 89-184 RESOLUTION NO. 89-184 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA AMENDING THE SOUTH POWAY SPECIFIC PLAN (SP 84-01G) WHEREAS, the City Council of the City of Poway recognizes that the need may arise to amend the City's General Plan; and WHEREAS, Section 65350, et seq. of the California Government Code describes the procedures for amending General Plans; and WHEREAS, Section 65450, et seq. of the California Government Code describes the procedures for amending Specific Plans; and WHEREAS, on July 30, 1985, the City Council adopted a resolution approving the South Poway Planned Community (SPPC) Development Plan, and said plan has been prepared and adopted as a Specific Plan, and provides for the systematic implementation of the Poway General Plan; and WHEREAS, Volume II {Development Standards of the SPPC Development Plan) con- tains procedures for amending the subject development plan; and WHEREAS, the City Council has initiated South Poway Specific Plan Amendment {SP 84-01G) involving amendment of the grading standards contained in Volume II, Development Standards, South Poway Planned Community; and WHEREAS, on December 19, 1989, the City Council of the City of Poway held a properly noticed public hearing in accordance with the California Government Code and the California Environmental Quality Act {CEQA) to consider this request; and WHEREAS, at said public hearing, the City Council considered the Environmental Initial Study prepared for SP 84-01G and determined that the proposed amendment will not cause any significant adverse environmental impacts and issued a Negative Declaration. NOW, THEREFORE, be it resolved that the City Council does hereby amend the text to the South Poway Specific Plan (Volume II) as follows: Section III, paragraph 12, on Page 16 of Volume II is amended to read as follows with underlining to indicate additions and strikeout to indicate deletions to the text: 12. Buildings :nd/ct rct:inln; ~:!I: shall not encroach into any finished slopes. 13. Retainin9 walls may encroach into finished slopes where it is deemed necessary for project design by the Directors of Planning and Public Services and upon approval of the City Council. Retaining walls shall meet the followin9 design standards: Resolutlon No. 89-184 Page 2 Retaining walls located within front yard or street side yard set- backs shall not exceed 48 inches in height. b. Retaining walls located within the lot interior shall not exceed Co d® e® six feet in height. When retaining walls which exceed 48 inches in height adjoin parking lots~ driveways~ or walkways~ a landscape planter with a minimum width of five feet shall be provided between the paving and wall. Parking space "overhang" shall not encroach into the required five foot planted area. Retaining walls shall be constructed of aesthetically pleasing materials such as split face block, slump stone block or tilt-up concrete panels detailed to match the building. Other materials may be approved by the Director of Planning Services. Plain concrete block is prohibited. Retaining walls shall be sited so as to not be visible from existing residential and commercial areas outside the South Poway industrial park. Retaining walls shall not be located in or above the slopes located around the perimeter of the Pomerado Business Park.
