A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
ISSUING A STATEMENT OF SEWER AVAILABILITY FROM THE REDEVELOPMENT
CATEGORY AS DESCRIBED IN ORDINANCE 304
FOR POWAY CORPORATE CENTER
(TIM 86-02R(2))
WHEREAS, Ordinance 304 adopted on November 14, 1989 established an alloca-
tion plan for sewer capacity and whereas Resolution 89-176 established standards
for issuance of sewer capacity to projects in the Redevelopment Category; and
WHEREAS, the property proposed for development under Tentative Tract Map
86-02R(2) includes three undeveloped parcels having a combined area of 165
acres; more speclflcally defined as Assessor's Parcel Numbers 320-031-01,
320-021-03, and 317-280-07 and said parcels are currently owned by American
Newland Associates; and
WHEREAS on January 30, 1990, the proposed tentative tract map referenced
above came before City Council for determination as to whether the project
qualified for issuance of a Statement of Sewer Availability under the provisions
of Resolution 89-176.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: Findings of Potential Benefit to the Redevelopment Project Area:
That the proposed development will be a development within the South
Poway Planned Comnunity in accordance with Category B of Resolution
89-176.

That the proposed development will eliminate traffic circulation defi-
ciencies through construction of portions of the South Poway Parkway in
accordance with Category C of Resolution 89-176.

That the proposed development will mitigate or eliminate conditions of
economic deficiencies where tax receipts are inadequate for the costs
of public services rendered in that this project will generate revenues
to the Redevelopment Agency to help offset expenses to the general fund
for existing and anticipated improvements of City-wide benefit in
accordance with Category D of Resolution 89-176.

That the proposed development will provide public improvements and
facilities which address deficiencies affecting other developed proper-
ties within the project area in that it will construct a portion of
South Poway Parkway to eventually alleviate regional traffic impacts,
provide a site for a future reclaimed water reservoir, pay a pro rata
share of the water line in Creek Road, and contribute toward improve-
ment of a five acre park in South Poway in accordance with Category E
of Resolution 89-176.

That the proposed development will assist the Redevelopment Agency in
meeting its financial obligations by generating tax increment revenue
by construction of up to 30 acres {or 1,306,800 square feet) of light
industrial/industrial park buildings in accordance with Category G of
Resolution 89-176.
Section 2: City Council Decision:
The City Council hereby issues a Statement of Sewer Availability reserving
218 EDUs for Tentative Tract Map 86-02R(2).
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 30th day of January, 1990.
