A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
SUPPORTING THE CALIFORNIA DESERT PROTECTION ACT
WHEREAS, U.S. Senator Alan Cranston, Representative Mel Levine and 23 co-
sponsors from the California Congressional delegation have introduced the
California Desert Protection Act into the United States Congress, as S.11 and
H.R. 780; and
WHEREAS, the passage of the California Desert Protection Act would provide
important protection for environmentally significant, federally-owned public
lands, by including them within the National Park System and National Wilderness
Preservation System; and
WHEREAS, the purposes of S.11 and H.R. 780 are to preserve the unrivaled
scenic, geologic, and wildlife values associated with the unique natural
landscapes of the California desert; and to perpetuate in their natural state
the significant and diverse ecosystems of the desert; and to preserve historical
and cultural values of the desert associated with ancient Indian cultures; and
WHEREAS, these bills, in addition, would provide ample opportunities for
compatible outdoor public recreation and would promote understanding and appre-
ciation of the California desert; and
WHEREAS, the current California Desert Protection Act has been revised, in
response to previous opposition, to maintain multiple uses in certain areas for
military, public utility, industrial, Native American, and grazing needs; to
phase out grazing activities as leases expire; and to facilitate land exchanges
outside of park and wilderness areas to protect private land and mineral
interests; and
WHEREAS, Senator Cranston stated to the Congress his intent, during the
legislative process, to review the need for additional vehicular access to
address the outstanding concerns of off-road vehicle and other recreational
users; and
WHEREAS, the residents of San Diego County, as citizens of California and as
visitors to the California desert, have a deep interest in protecting the
irreplaceable resources of an important national treasure.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Poway
hereby endorses and urges the passage of S.11 and H.R. 780, the California
Desert Protection Act.
PASSED, ADOPTED AND APPROVED, by the City Council of the City of Poway,
California, at a regular meeting thereof this 20th day of February, 1990.
