A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
SUBMITTING TO THE QUALIFIED ELECTORS OF TNR CITY
A W~EASURE PERMITTING RELIGIOUS INSTITUTIONAL USES
ON NATURAL SLOPES OF GREATER THAN TEN PERCENT
IN RURAL RESIDENTIAL AREAS
WHEREAS, the City Council of the City of Poway has determined
pursuant to Ordinance No. 283 and Resolution No. 89-148 to submit
a General Plan amendment to the qualified voters of the City of
Poway at the Special Municipal Election to be held on June 5, 1990;
and
WHEREAS, the proposed amendment would change slope criteria
in rural residential areas to permit churches and other religious
institutions on natural slopes of greater than ten percent; and
WHEREAS, Proposition FF requires voter approval of any change
in slope criteria in a rural residential area which would permit
increased intensity of use.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF POWAY AS FOLLOWS:
1. There shall be placed upon the ballot of the Special
Municipal Election of the City to be conducted June 5, 1990, that
resolution attached hereto, marked Exhibit "A", and by reference
made a part hereof.
2. That on the ballots to be used at said Special Municipal
Election, in addition to any other matters required by law, and in
addition to any other matters specified in the resolution calling
said election, there shall be printed substantially the following
question:
Shall the General Plan of the City of Poway be YES
amended to permit churches and other religious
institutional uses to be contructed on natural
slopes of greater than ten percent in rural NO
residential areas?
3. That a cross (+) placed in the voting square after the
word "YES" in the manner hereinbefore provided shall be counted in
favor of the adoption of the Measure. A cross (+) placed in the
voting square after the word "NO" in the manner hereinbefore
provided shall be counted against the adoption of the measure.

4. The measure submitted by this resolution shall be
designated on the ballot by a letter printed on the left margin of
the square containing the description of the measure, as provided
in Section 10219 of the Elections Code.
PASSED, ADOPTED AND APPROVED, by the City Council of the City
of Poway, California at a regular meeting thereof this 27th day of
February, 1990.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE LAND USE ELEMENT OF
THE GENERAL PLAN OF THE CITY OF POWAY
COMPREHENSIVE PLAN (GPA 89-04F)
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, the applicant, City of Poway has initiated a General Plan
Amendment, GPA 8g-O4F, for a modification to the text of the Land Use Element of
the General Plan regarding Policy 15.j under Objective 15 {Hillside
Development); and
WHEREAS, the City of Poway held a properly noticed public hearing in accor-
dance with the California Government Code and the California Environmental
Quality Act to consider that request; and
WHEREAS it is recognized that the proposed amendment would change the slope
criteria for churches and other religious institutional uses in, among others,
the rura] residential and open space zones, and therefore, cannot take effect
unless and until adopted by the voters in accordance with Proposition FF
{Ordinance No. 283}; and
WHEREAS, the City Council finds that proposed General Plan Amendment 89-04F
will not have a significant adverse impact on the environment and hereby issues
a Negative Declaration.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby amend the
Land Use Element of the General Plan of the Poway Comprehensive Plan as
described below subject to adoption of the amendment by the voters in accordance
with Proposition FF.
Land Use Element
Policy 15.j under Objective 15 {Hillside Development) is hereby amended to read
as follows:
Policy 15.,i In rural residential areas, all uses other than agricultural,
residential, or church and other religious institutional uses shall be
limited to areas with natural slopes of ten percent or less.
