A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING THE ISSUANCE OF
A STATEMENT OF SEWER AVAILABILITY FROM THE
REDEVELOPMENT PROJECTS CATEGORY
AS DESCRIBED IN ORDINANCE NO. 304
FOR THE PROPOSED OLD COACH GOLF ESTATES PROJECT
(GPA/ZC 90-01A, SP 89-01, TTM 89- 13)
WHEREAS, Ordinance No. 304 adopted on November 14, 1989 established an allo-
cation plan for sewer capacity; and
WHE&EAS, Resolution No. 89-176 adopted on November 28, 1989 established
standards for issuance of sewer capacity to projects in the "Redevelopment
Projects" category; and
WHEREAS, the project site, known as Old Coach Golf Estates, is proposed for
development under General Plan Amendment/Zone Change 90-01A, Planned Community
Specific Plan SP 89-01, and Tentative Tract Map 89-13, and is located on the
north side of Espola Road and adjacent to Old Coach Road; and
WHEREAS, the applicant desires to develop the project site as a Planned
Community consisting of 157 single-family units on lots of one-acre minimum
size, a 27-hole championship golf course with related clubhouse facilities, and
other recreational/open space uses; and
WHEREAS, the project site is undeveloped and currently owned by
Environmental Development, Ltd., and includes several parcels identified as
Assessor's Parcel Numbers 273-100-10, 11; 273-182-18, lg; 277-010-02, 05, 22,
23; 277-070-24, 27 through 31; 277-071-01, 02, 08, og; and 277-140-01, 06 23,
24, 26 having a combined area of approximately 708 acres; and
WHEREAS, the entire project site is located within the Redevelopment Project
Area with the exception of Assessor's Parcel Numbers 273-100-10 {35.89 acres},
273-100-11 {4.11 acres), 273-182-18 (20.00 acres), 273-182-19 {19.12 acres),
277-010-22 {15.76 acres), and 277-010-23 {24.24 acres), having a combined area
of 119.12 acres, or approximately 17 percent of the site; and
WHEREAS, pursuant to CEQA State Guidelines, the Draft Environmental Impact
Report for the proposed project has been completed, and the draft document along
with the Notice of Completion was filed with the State Clearinghouse, Office of
Planning and Research on March 1, 1990, and the 45-day public review period com-
menced on March 6, 1990 and will expire on April 20, 1990; and
WHEREAS, the City staff has reviewed the initial slope analysis prepared by
the applicant's engineering and determined that the proposed rural-residential
density of the project site at 164 lots is based on the "gross land area" of the
site; and a further analysis based on the "approximate net area" according to
the evaluation of a rural residential conceptual subdivision map prepared by the
engineer concluded that the approximate net density of the project site under
existing land use/zoning designations is estimated at 157 lots; and

WHEREAS, City staff has calculated the sewer capacity needs for the project
at 157 EDU's for residential lots and 24 EDU's for the clubhouse facility for a
total of 181EDU's, and there are currently 267 EDU's remaining in the
"Redevelopment Projects" category; and
WHEREAS, on April 3, 1990, the proposed Old Coach Golf Estates project,
referenced above, came before the City Council for determination as to whether
the project qualified for issuance of a Statement of Sewer Availability under
the provisions of Resolution No. 89-176.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: Findings of Potential Public Benefit
The proposed development will eliminate traffic circulation and flood
control deficiencies, in that it will construct public street and
intersection improvements to Espola Road and Old Coach Road, and
drainage/lOO-year flood improvements for the Old Coach Road bridge
crossings of Thompson Creek and Sycamore Creek, in accordance with
Public Benefit Standard C. of Resolution No. 89-176.
The proposed development will provide public improvements and
facilities which address deficiencies affecting other developed proper-
ties within the project area, in that it will extend public water,
public sewer, fire protection/emergency medical services, electrical
power, public road, and other improvements and facilities to sever Old
Coach Estates and other existing homeowners in the project area in
accordance with Public Benefit Standard E. of Resolution No. 89-176.

The proposed development will eliminate blighted properties, struc-
tures, and conditions, in that it will preclude the further establish-
ment of migrant worker campsites, will clear the site of all dumped
material, will preserve the creek areas within a biological open space
easement, and will provide for the extension of public utilities and
services and related infrastructure improvements to Old Coach Estates
and other existing homeowners in the project area in accordance with
Public Benefit Standard F. of Resolution No. 89-176.

The proposed development will assist the Agency in meeting its finan-
cial obligations, in that it will finance and install several flood
control and traffic circulation system improvements that have been
anticipated as "proposed public improvements" within the adopted Paguay
Redevelopment Plan and have been recon~nended as tentative priorities for
the potential expenditure of Agency funds, in accordance with Public
Benefit Standard G. of Resolution No. 89-176.

The proposed development will assist the Agency in meeting the goals of
the adopted Redevelopment Plan, in that it will provide for the overall
improvement of the project site pursuant to the proposed tentative map
and specific plan, and said improvements will substantially increase
the assessed land and improvement value of the site resulting in a
significant, long-term tax increment to the benefit of the
Redevelopment Project area, in accordance with Public Benefit Standard
H. of Resolution No. 89-176.

Sectton 2: Ctty Council Dectston
The City Council hereby issues a Statement of Sewer Availability to the pro-
posed development, reserving sewer capacity units for the golf course
clubhouse facility at 24 EDU's, and 157 EDU's for single-family lots for a
total reservation of 181 units. This reservation may be subject to change
based on the City Council's final decision on Tentative Tract Map 89-13 and
Specific Plan 8g-01.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 3rd day of April, 1990.
