A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
SUPPORTING AB 2845 (POLANCO)
REGARDING CONTROL OF SALE OF FORTIFIED WINES
WHEREAS, the sale and consumption of low-cost, high alcohol
content fortified wines have created problems of public
inebriation and encouraged an unacceptable level of disorderly
and violent acts, litter, vandalism and criminal activity in
California's inner city neighborhoods; and
WHEREAS, Assemblymember Richard Polanco recently introduced
AB 2845, that would increase the power of a city or county to
control the irresponsible sales of fortified wines; and
WHEREAS, this bill authorizes the Department of Alcohol and
Beverage Control, upon an accusation filed by a city council or
county board of supervisors, to place a condition on an off-sale
beer and wine license or an off-sale general license prohibiting
the sale of fortified wines; and
WHEREAS, a violation of the conditions would be grounds for
the suspension or revocation of the license.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Poway hereby endorses and urges the passage of AB 2845.
PASSED, ADOPTED AND APPROVED, by the City Council of the
City of Poway, California, at a regular meeting thereof this 3rd
day of April, 1990.
