A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
OPPOSING AB 4242 (W. BROWN)
ESTABLISHING A REGIONAL DEVELOPMENT
AND INFRASTRUCTURE AGENCY
WHEREAS, Assemblymember Willie Brown introduced AB 4242
establishing seven new consolidated regional agencies, including
one for San Diego County, referred to as Regional Development and
Infrastructure Agencies; and
WHEREAS, these agencies would supersede the powers, duties,
and responsibilities of LAFCO's, COG's, air pollution control
districts, and regional water quality control boards; and
WHEREAS, these agencies would be required to prepare a
regional general plan to contain elements relating to air
quality, water quality, transportation, housing, sphere of
influence, and capital facilities; and
WHEREAS, within San Diego County, cities and the County have
cooperatively organized a Regional Planning and Growth Management
Review Board.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Poway hereby opposes AB 4242 as an unnecessary additional
level of government and unnecessary intrusion into a local growth
management effort.
PASSED, ADOPTED AND APPROVED by the City Council of the City
of Poway, California at a regular meeting thereof this 3rd of
April, 1990.
