A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
INITIATING GENERAL PLAN AMENDMENT 90-01
WHEREAS, the City Council recognizes that the need may arise
to amend the City's General Plan; and
WHEREAS, Section 65350, et seq, of the California Government
Code describes the procedures for amending General Plans; and
WHEREAS, General Plan Amendment 90-01 is proposed for the May
15, 1990 public hearing before the City Council and that hearing
will constitute the first of four GPA hearings for 1990 as allowed
by the Government Code; and
WHEREAS, Section 17.46.02B of the Poway Municipal Code (Zoning
Development Code) provides thata change in the boundaries of any
zone or a change in the regulations may be initiated by resolution
of the City Council; and
WHEREAS, General Plan Amendment 90-01 consists of three
separate City-initiated applications as identified below.
GPA/ZC 90-01A: This item involves a resubmitted application
by Environmental Developments Ltd. for the redesignation of
land use and zoning for approximately 708 gross acres of
undeveloped land located north of Espola Road and along the
general alignment of Old Coach Road. The proposed
redesignation is from Rural Residential A (1 du/4, 8, 20, or
40 net acres, RR-A zone; Rural Residential B (1 du/2,4, or
4 net acres), RR-B zone; and Rural Residential C (1 du/ 1,
2,or 4 net acres), RR-C zone, to Planned Community, PC zone.
The previous application was denied. Staff recommends that
City Council initiate this application.
This GPA/ZC application is associated with the proposed Old
Coach Golf Estates project which also includes applications
for a planned community specific plan (SP 89-01) and tentative
tract map (TTM 89-13). A project EIR is currently in process
and will be considered by the City Council concurrent with the
project applications.
GPA 90-01B: This item involves a City-initiated application
which is separate from, but associated with, GPA/ZC 90-0lA and
related applications as described above. This application
proposes an amendment to the General Plan Circulation Element
plan and text by the deletion of Old Coach Road and an unnamed
road as planned through-collector arterials located between
Espola Road on the south and Highland Valley Road on the
north. In addition this application proposes an amendment to
the text and graphics of the General Plan Land Use Element
specifically concerning the Old Coach Special Study Area.

GPA/ZC 90-01C: This item involves a City-initiated
application to redesignate a one-acre parcel of vacant land
located south of Poway Road and adjacent to the former
Woolworth Nursery site and immediately west of Vista View
Drive from Residential Single Family 1 (1 du/net acre), RS-1
zone to Community Commercial (CC) or Commercial General (CG).
NOW, THEREFORE IT BE RESOLVED, that the City Council of the
City of Poway, by adoption of this resolution, does hereby initiate
General Plan Amendment 90-01, and associated changes to the zone
boundaries, as identified above.
APPROVED and ADOPTED by the City Council of the City of
Poway, State of California this 24th day of April 1990.
