A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING THE ISSUANCE OF A STATEMENT OF SEWER AVAILABILITY
FROM THE RESERVE PROJECTS CATEGORY AS DESCRIBED IN
ORDINANCE NO. 304
FOR LOT $ OF TTM 84-10 FOR A RESIDENTIAL CARE FACILITY (TPM 89-19)
WHEREAS, Ordinance No. 304 adopted on November 14, 1989, established an
allocation plan for sewer capacity; and
WHEREAS, the property proposed for development under Tentative Parcel Map
89-19 includes 12.60 gross acres and is currently developed with one residential
care facility; more specifically defined as Assessor's Parcel Number 275-470-16
and said parcel is currently owned by Urban Economic Associates, Incorporated;
and
WHEREAS, the applicant desires to subdivide the existing parcel to facili-
tate the construction of a residential care facility which would meet an unan-
ticipated public need~ that it would serve as a facility specifically designed
for the frail elderly not yet needing care, but requiring hands-on help~ and
that such a facility will assist the City of Poway in meeting its housing goals
established in the Comprehensive Plan and will assist the Redevelopment Agency
in meeting the housing goals of the Redevelopment Plan; and
WHEREAS, the issuance of a Statement of Sewer Availability for one unit to
Lot 5 of TTM 84-10 is not a project and is exempt from CEQA review; and
WHEREAS, on May 1, 1990, the proposed tentative parcel map referenced above
came before City Council for determination as to whether the project qualifies
for issuance of a Statement of Sewer Availability under the provisions of
Ordinance No. 304.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: Findings of Unanticipated Public Need:
That the proposed tentative parcel map and subsequent construction of a
residential care facility will provide assistance to the frail elderly
not yet needing a nursing home, but requiring hands-on help.
That such a facility will assist the City of Poway in meeting its
housing goals as established in the Comprehensive Plan and in the
Redevelopment Plan.
Section 2: City Council Decision:
The City Council hereby issues a Statement of Sewer Availability reserving
one EDU from the Reserve Category for Tentative Parcel Map 89-19. This

reservation may be subject to change based on the City Council's final deci-
sion on the tentative parcel map and the subsequent minor development review
for the construction of a residential care facility.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
