A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING AMENDMENTS TO THE
CIRCULATION AND LAND USE ELEMENTS
OF THE GENERAL PLAN OF THE POWAY
COMPREHENSIVE PLAN
GENERAL PLAN AMENDMENT 90-0lB
CITY OF POWAY: LEAD AGENCY/APPLICANT
WHEREAS, the City Council of the City of Poway recognizes that
the need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government
Code describes the procedures for amending General Plans; and
WHEREAS, on March 20, 1990 the city Council considered the
report and recommendation of the Poway Transportation Task Force
concerning the deletion of Old Coach Road from the General Plan as
a future collector arterial connection between Espola Road and
Highland Valley Road. The City Council approved the recommendation
of the Task Force which concluded that the said connection is not
of regional significance and would not result in a positive impact
to improve the North Poway transportation and circulation problem.
The City Council directed its staff to bring forth a City-initiated
General Plan amendment item regarding the subject matter; and
WHEREAS, on April 24, 1990, the City Council of the City of
Poway initiated by resolution amendments to the General Plan
concerning modifications to the text and graphics of the General
Plan Circulation Element and Land Use Element under the General
Plan Amendment 90-01B; and
WHEREAS, GPA 90-01B involves a proposed amendment to the
General Plan Circulation Element graphics and text by the deletion
of Old Coach Road and an intersecting uunamed road as through-
collector arterials between Espola Road on the south and Highland
Valley Road on the north, and more specifically, the proposed
deletion of arterial link numbers 42, 43, and 44 from the
Circulation Element. In addition, this application proposes an
amendment to the text and graphics of the General Plan Land Use
Element specifically concerning the Old Coach Special Study Area;
and
WHEREAS, the potential environmental impacts related to
General Plan Amendment 90-0lB were analyzed in the final EIR
prepared for the Old Coach Golf Estates Project (SCH #90010015) and
said final EIR does not identify any significant adverse
environmental impacts that would result from the approval of GPA
90-0lB; and

WHEREAS, on May 15, 1990, the City of Poway City Council, as
lead agency and decision-maker, held a properly noticed public
hearing in accordance with the California Government Code and the
California Environmental Quality Act (CEQA) to consider Final
Enviornmental Impact Report for Old Coach Golf Estates Project -
SCH #90010015, and City-initiated General Plan Amendment 90-0lB;
and
WHEREAS, at the said public hearing, the City Council, as lead
agency and decision-maker, adopted a resolution certifying the
subject final EIR as complete, and also certifying that the
environmental document adequately addresses the potential
environmental impacts associated with General Plan Amendment 90-
0lB pursuant to CEQA.
NOW, THEREFORE IT BE RESOLVED, that the City Council hereby
approves GPA 90-0lB amending the circulation Element and Land Use
Element of the General Plan as follows:
1. General Plan Circulation Element - Table 4 (see Exhibit A)
Table 4 - circulation Element Classifications (pg. 52), includes
arterial link numbers 42, 43, and 44 concerning Old Coach Road and
the unnamed road as collector arterials between Espola Road on the
south and Highland Valley Road on the north. Arterial link numbers
42, 43, and 44 are described as follows and are hereby deleted from
Table 4.

In order to rectify the above deletions from Table 4, arterial link
number 45, 46, 47, 48, and 49 shall hereby be renumbered 42, 43,
44, 45, and 46, respectively.
2. General Plan Circulation Element Map - Figure 4
(see Exhibit B)
Arterial link numbers 42, 43, and 44 and associated graphic lines
depict Old Coach Road and the unnamed road as collector arterials
between Espola Road on the south and Highland Valley Road on the
north. These arterial link numbers and associated graphic lines
shall hereby be deleted from Figure 4.

In order to be consistent with the General Plan Circulation Element
- Table 4 above, arterial link numbers 45, 46, 47, 48, and 49 of
Figure 4 shall hereby be renumbered 42, 43, 44, 45, and 46,
respectively.
3. Amendment to circulation Plan Map (see Exhibit C)
The 2,000 foot scale Circulation Plan Map graphically depicts Old
Coach Road and the unnamed road as collector arterials between
Espola Road on the south and Highland Valley Road on the north.
The graphic depiction of Old Coach Road and the unnamed road shall
hereby be deleted from the Circulation Plan Map, including adjacent
land use boundaries as appropriate. The graphic depiction of
"existing" Old Coach Road shall remain on the plan map.
Proposed Land Use Element Amendment
As shown below, the Land Use Element contains Policy 18.a and map
Figure 3 concerning special study areas. In order to maintain
internal consistency in the General Plan, an amendment to the
Circulation Element for Old Coach Road requires a corresponding
Land Use Element amendment concerning the subject Policy 18.a and
map Figure 3. It is recommended that Council approve an amendment
to modify the language for the Old Coach Special Study Area as
indicated below and that the depiction of Old Coach Road on map
Figure 3 be changed to show only "existing" Old Coach Road between
Espola Road and Old Coach Estates.
