P-03-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING COMPREHENSIVE SIGN PROGRAM 03-01 ASSESSOR'S PARCEL NUMBERS 317-270-29 and 53 WHEREAS, Comprehensive Sign Program (CSP) 03-01, submitted by Investments Group, Applicant, requesting approval for a Comprehensive Sign Program for the I retail project located at the southwest corner of Scripps Poway Parkway in the South Poway Specific Plan. WHEREAS, on March 4, 2003, the City Council considered the above-referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1' California Guidelines. This proposed project is Categorically Exempt (Class 11) from the Iai Quality Act (CEQA) pursuant to Section 15311 of the CEQA Section 2: The proposed use is in accordance with the purposes and standards contained in the Poway Municipal Code and the Poway Road Specific Plan. Section 3: The City Council finds that the CSP complies with the sign criteria and design guidelines contained within the South Poway Specific Plan Development Standards, and the general p ' ' of the Comprehensive Sign Ordinance of the Poway Municipal Code, and that, given the sites location on Scripps Poway Parkway with its high speed limit and width, a 15-foot-high sign is needed to provide adequate visibility for passing motorists. Section 4: The City Council hereby approves Comprehensive Sign Program 03-01, subject to the following conditions: A All signs shall conform to the sign criteria and design guidelines contained within the South Poway Specific Plan Development Standards, the general p ' ' of the Comprehensive Sign Ordinance of the Poway Municipal Code, and the exhibit included in the case file for CSP 03-01. B. The following general design standards shall apply to the center: Using not more than three different colors for sign lettering, not including white. 2. Proposed wall signs shall be constructed of individual channel letters. Tenants that are part of a chain of stores with a nationally recognized sign design may utilize colors other than the approved colors. The monument sign shall be re-designed to be architecturally compatible with the overall design of the center to the satisfaction of the Director of Development Services. Site addresses shall be incorporated into the sign. A separate sign permit is required prior to installation of any freestanding sign. The monument sign shall not exceed a maximum height of 15 feet, as measured from its highest point above grade. If the sign is proposed in an area with sloping grade, an exhibit shall be submitted which depicts the sign's placement relative to existing grade and fully d' :1 height. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City ordinances in effect at the time of Sign Permit issuance. Prior to installing any sign, the applicant shall obtain a Sign Permit from the Planning Division and any ry Building Division permits.
