CC 2003 02-11CITY OF POWAY, CALIFORNA MINUTES OF THE CITY COUNCIL REGULAR MEETING FEBRUARY 11, 2003 The February 11, 2003, regular meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the Poway Community Library - Meeting Room, 13137 Poway Road, Poway, California. PUBLIC ORAL COMMUNICATION Mayor Cafagna explained the procedure for Public Oral Communications. The following people were present wishing to speak: Ron Oliver, 1551 4th Avenue, Suite 600, San Diego, spoke regarding the San Diego Workforce Partnership - Career Center. Ed Carboneau, 14073 Pomegranate, expressed his views on the Poinsettia Mobile Home Park management. K.C. Butler, 14080 Great Plains Road, requested Council take a neutral stand on the proposed Sycamore shaft through Goodan Ranch. 7744 Page2 - CITY OF POWAY - February 11,2003 DeAnne Erickson, 1477 Quest Road, expressed her views on the proposed Sycamore shaft through Gooden Ranch. CONSENT CALENDAR Motion by Councilmember Goldby, seconded by Deputy Mayor Rexford, to approve the Consent Calendar as follows: 4. Ratification of Warrant Register for the Period of January 13-17, 2003. (401-10) Approval of Minutes - City Council January 14, 2003 - Regular Meeting January 21, 2003 - Regular Meeting 7. Approval of City's Investment Report as of December 31, 2002. (408-01) o Adoption of Resolution No. 03-012, entitled, "A Resolution of the City Council of the City of Poway, California Ordering the Expansion of Poway Landscape Maintenance District 86-1 and City of Poway Lighting District, Zones A and C with the Annexation of APNs 277-140-16 and 277-140-17 with written Consent of Property Owner, Property Description: Portion of the Northwest Quarter of the Northwest Quarter of Section 30, Township 13, South, Range 1 West," Lloyd H. Wells, Owner. (705-09) Adoption of Resolution No. 03-013, entitled, "A Resolution of the City Council of the City of Poway, California Ordering the Expansion of Poway Landscape Maintenance District 86-1 and City of Poway City Lighting District, Zones A and C with the Annexation of APN 278-442-62 with Written Consent of Property Owner, Property Description: Parcel 1 of Record Survey No. 3835," Stan and Cecelia Tyce, Owner. (705-09) Motion carried unanimously. ITEM 1 (203-13) ENVIRONMENTAL ASSESSMENT 03-01 14307 POWAY ROAD APPLICANT: LORRAINE HOLLIMAN Mayor Cafagna opened the public hearing. Introduction by City Manager Bowersox. Staff report by Development Services Director Fritz. This is a request to relocate or demolish a historic structure, the Bowron residence, located at 14307 Poway Road. APN: 323-270-46. 7745 - Page 3 - CITY OF POWAY - February 11, 2003 The following people were present wishing to speak: Lorraine Holliman, 13250 Olive Tree Lane, owner/applicant, spoke in support of her request to demolish the structure. Paul Lachut, 14037 Poway Road, property owner's son, stated they were willing to donate the house to the City at no expense to the family with an agreed upon time table for the move. Motion by Councilmember Emery, seconded by Mayor Cafagna, to close the public hearing, approve the Negative Declaration and adopt Planning Resolution No. P-03-06, entitled, "A Resolution of the City Council of the City of Poway, California Authorizing the Relocation of the Structure located at 14037 Poway Road." Motion carried unanimously. A refund to Mrs. Holliman of the Demolition Permit Fee to be processed and a review in the future of the City's Ordinance pertaining to historic structures to be brought back to the Council. ITEM 2 (203-08) CONDITIONAL USE PERMIT 00-14(M) APPLICANT: AT&T WIRELESS Mayor Cafagna opened the public hearing. Staff report by City Manager Bowersox. This is a request for a modification to an approved Conditional Use Permit to allow for the installation of an additional telecommunications antenna on the Poway Center for the Performing Arts building at 15498 Espola Road. APN: 278-450-27. There was no one present wishing to speak. Motion by Councilmember Emery, seconded by Deputy Mayor Rexford, to close the public hearing and adopt Planning Resolution No. P-03-07, entitled, "A Resolution of the City Council of the City of Poway, California Approving Conditional Use Permit 00-14(M) Assessor's Parcel Number 278-450-27." Motion carried unanimously. ITEM 3 (704-10) STATUS REPORT ILLEGAL ENCAMPMENT ACTIVITIES Staff report by City Manager Bowersox. Staff provides the Council with quarterly reports on the status of illegal encampment activities within the City. This report represents information from the fourth quarter covering October through December, 2002. Staff recommends the report be received and filed. (1502-23) MAYOR AND CITY COUNCIL-INITIATED ITEMS 15. Deputy Mayor Rexford requested a meeting with City Manager Bowersox and Development Services Director Fritz regarding the use of Beeler Canyon and Creek Road by the McMillin construction trucks. 16A. Mayor Cafagna stated he had no Regional Governance update. (1503-46) 16B. Mayor Cafagna requested Council concurrence of the appointment of Cheryl Peterson Roddy to the Performing Arts Advisory Committee. (701-09) Motion by Councilmember Emery, seconded by Deputy Mayor Rexford, to concur with the appointment of Cheryl Peterson Roddy to the Performing Arts Advisory Committee. Motion carried unanimously. 16C. Mayor Cafagna requested Council concurrence of the appointment of Desirae Winn and Christa Porteour as Teen Club Representatives on the Teen Issues Committee. (701-09) Motion by Councilmember Emery, seconded by Deputy Mayor Rexford, to concur with the appointment of Desirae Winn and Christa Porteour as Teen Club Representatives on the Teen Issues Committee.
