REGULAR MEETING
FEBRUARY 11, 2003
The February 11, 2003, regular meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Mayor Cafagna at the Poway Community Library -
Meeting Room, 13137 Poway Road, Poway, California.

Mayor Cafagna explained the procedure for Public Oral Communications.

Ron Oliver, 1551 4th Avenue, Suite 600, San Diego, spoke regarding the San Diego
Workforce Partnership - Career Center.
Ed Carboneau, 14073 Pomegranate, expressed his views on the Poinsettia Mobile
Home Park management.
K.C. Butler, 14080 Great Plains Road, requested Council take a neutral stand on the
proposed Sycamore shaft through Goodan Ranch.

DeAnne Erickson, 1477 Quest Road, expressed her views on the proposed Sycamore

APPLICANT: LORRAINE HOLLIMAN
Mayor Cafagna opened the public hearing. Introduction by City Manager Bowersox.
Staff report by Development Services Director Fritz. This is a request to relocate or
demolish a historic structure, the Bowron residence, located at 14307 Poway Road.
APN: 323-270-46.

The following people were present wishing to speak:
Lorraine Holliman, 13250 Olive Tree Lane, owner/applicant, spoke in support of her
request to demolish the structure.
Paul Lachut, 14037 Poway Road, property owner's son, stated they were willing to
donate the house to the City at no expense to the family with an agreed upon time table
for the move.
Motion by Councilmember Emery, seconded by Mayor Cafagna, to close the public
hearing, approve the Negative Declaration and adopt Planning Resolution No. P-03-06,
entitled, "A Resolution of the City Council of the City of Poway, California Authorizing
the Relocation of the Structure located at 14037 Poway Road." Motion carried
unanimously. A refund to Mrs. Holliman of the Demolition Permit Fee to be processed
and a review in the future of the City's Ordinance pertaining to historic structures to be
brought back to the Council.

CONDITIONAL USE PERMIT 00-14(M)
APPLICANT: AT&T WIRELESS
Mayor Cafagna opened the public hearing. Staff report by City Manager Bowersox.
This is a request for a modification to an approved Conditional Use Permit to allow for
the installation of an additional telecommunications antenna on the Poway Center for
the Performing Arts building at 15498 Espola Road. APN: 278-450-27.
There was no one present wishing to speak.
Motion by Councilmember Emery, seconded by Deputy Mayor Rexford, to close the
public hearing and adopt Planning Resolution No. P-03-07, entitled, "A Resolution of the
City Council of the City of Poway, California Approving Conditional Use Permit 00-14(M)
Assessor's Parcel Number 278-450-27." Motion carried unanimously.
ITEM 3 (704-10)
STATUS REPORT
ILLEGAL ENCAMPMENT ACTIVITIES
Staff report by City Manager Bowersox. Staff provides the Council with quarterly
reports on the status of illegal encampment activities within the City. This report
represents information from the fourth quarter covering October through December,
2002. Staff recommends the report be received and filed.
No objection as filed.

10A. City Manager Bowersox provided Council with a brief update on the State

MAYOR AND CITY COUNCIL-INITIATED ITEMS

Deputy Mayor Rexford requested a meeting with City Manager Bowersox and
Development Services Director Fritz regarding the use of Beeler Canyon and
Creek Road by the McMillin construction trucks.
16A. Mayor Cafagna stated he had no Regional Governance update.

16B. Mayor Cafagna requested Council concurrence of the appointment of Cheryl
Peterson Roddy to the Performing Arts Advisory Committee. (701-09)
Motion by Councilmember Emery, seconded by Deputy Mayor Rexford, to concur
with the appointment of Cheryl Peterson Roddy to the Performing Arts Advisory
Committee. Motion carried unanimously.
16C.
Mayor Cafagna requested Council concurrence of the appointment of Desirae
Winn and Christa Porteour as Teen Club Representatives on the Teen Issues
Committee. (701-09)
Motion by Councilmember Emery, seconded by Deputy Mayor Rexford, to concur
with the appointment of Desirae Winn and Christa Porteour as Teen Club
Representatives on the Teen Issues Committee. Motion carried unanimously.
ADJOURNMENT
Mayor Cafagna adjourned the meeting at 8:28 p.m., on motion by Councilmember
Emery, seconded by Councilmember Goldby. Motion carried unanimously.
