ADJOURNED REGULAR MEETING
FEBRUARY 6, 2003
The February 6, 2003, adjourned regular meeting of the City Council of
the City of Poway, was called to order at 6:00 p.m., by Mayor Cafagna at the
Poway Community Library - Meeting Room, 13137 Poway Road, Poway,
California.

Mayor Cafagna explained the procedure for Public Oral Communications.

PRE-GENERAL PLAN AMENDMENT 02-02 A & B
City Manager Bowersox explained the purpose for review of pre-applications for
General Plan Amendments is to allow the proponent of the pta-application and
staff to ascertain the City Council's level of interest in the request. The review is
considered advisory only, and if the applicant wishes to proceed, the formal
public application must be submitted by February 28, 2003, for consideration at a
public hearing in June.
Gregg Brandalise, 13956 Poway Road, spoke to his application under PGPA 02-
02A. He is requesting consideration of a General Plan Amendment for two
adjoining parcels, located on the north side of Poway Road between Evanston
Drive and Ann-O-Reno Lane behind the Red Bird Tavern. The purpose of the

Request is based on the recent acquisition of the adjacent 2.27-acre AGC zoned
parcel by the owner of Poway Mitsubishi. The applicant is considering the
possible alternatives of continuing to reside adjacent to an automobile dealership
versus selling the parcels, which could be used for other automotive related
uses.
General discussion ensued with Council expressing concerns for the surrounding
neighbors. If all surrounding neighbors would support such a use, they may
consider it, however the preferred use would be that for which it is zoned,
Residential Single-Family-7. Staff will work with the applicant on potential ideas.
PGPA 02-02B - Terry Shaffer, applicant, was unable to attend the meeting and
present his proposal. However, Principal Planner Lyon stated that the applicant
is requesting consideration of a General Plan Amendment for his parcel located
at the western terminus of Apache Road. His parcel is 0.85 acres and zoned
RS-2. He is requesting it be re-designated RS-3 to permit the ability to subdivide
his property into two parcels. The new 15,000 to 18,000-square-foot parcels
would be smaller than some of the surrounding parcels, but larger than the
6,000-square-foot parcels that abut the western property boundary.
General discussion ensued with Council expressing opposition to the proposed
amendment.
ADJOURNMENT
Mayor Cafagna adjourned the meeting at 6:25 p.m. upon motion by
Councilmember Emery, seconded by Councilmember Goldby.
