DISTRICT NO. 86-03 FOR 1990-91 FISCAL YEAR
PURPOSE
The purpose of this report is to set forth the findings and engineering analysis for Poway
Landscape Maintenance Assessment District. No. 86-03 for 1990-9991 fiscal year. The
Assessment District was formed May 20, 1986 as a means of financing the maintenance
of landscape improvements installed in conjunction with new subdivisions in Poway, the
boundary being as shown in Exhibit "A".
FINDINGS
The Landscape and Lighting Act of 1972 peimits the establishment of assessment districts
by cities for the purpose of providing for the maintenance of certain public improvements
which include the facilities existing within the subject Assessment District. The 1972 Act
requires that maintenance assessments be levied according to benefit rather than according
to estimated value. Section 22573 provides that:
"The net amount to be assessed upon lands within an
assessment district may be apportioned by any fo,mula or
method which fairly distributes the net amount among all
assessable lots or parcels in proportion to the estimated
benefit to be received by each such lot or parcel from the
improvements."
Based upon the foregoing, it is proposed that the City of Poway generate the necessary
revenue required to maintain the aforementioned landscaping improvements within Poway
Landscape Maintenance Assessment District No. 86-03 for the 1990-1991 fiscal year using
the method provided for in the Landscape and Lighting Act of 1972.
All assessments collected with this District will be spent on maintenance and
administration. There are no new improvements proposed for this fiscal year, therefore
no plans or specifications are a part of this report.

The boundary of the proposed Assessment District is as shown on Exhibit "A" with Tract
3994 being the present full extent of the District with 30 lots.
The property lines and dimensions of each lot or parcel of land within the Landscaping
Maintenance District are shown in detail on the County of San Diego Assessor's maps, on
file in the County Assessor's Office, 1600 Pacific Highway, Room 103, San Diego, CA
92101.
NAME
The name of the District is: "Poway Landscape Maintenance Assessment District No.
86-03"°
The facilities to be maintained are shown in the Landscape Maintenance District
Improvement Plans and include landscaped areas adjacent to Pomerado Road, Beeler
Creek, a maintained pond, and trails, all within the District boundaries.
The estimated value of the existing improvements to be maintained within this
Landscaping Maintenance District is $312,000.
The District is made up of 30 residential lots in Tract 3994. The assessment is calculated
on a per lot basis by dividing the required revenue by 30. As previously committed, the
City will contribute the amount in excess of the revenue assessed to the District to meet
the expenses of this fiscal year. It is anticipated that future annexations into the district
will ultimately eliminate the need for City participation.
