A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
ESTABLISHING A STOP CONTROL ON TOBIASSON ROAD
AT THE VAUGHAN ROAD INTERSECTION
WHEREAS, Section 21100 of the California Vehicle Code permits local authorities
to adopt by resolution traffic control measures meeting the requirements set forth under
Section 21351 of the California Vehicle Code; and
WHEREAS, Section 21351 of the California Vehicle Code permits local authorities
to place and maintain such traffic signs upon streets and highways as may be necessary to
properly indicate and carry out the provisions of the local ordinances and to warn or guide
traffic; and
WHEREAS, Section 10.24.020 of the City's Municipal Code permits installation of
stop signs where the City Council has determined that there is a special hazard to life and
property; and
WHEREAS, the City Council has determined that the intersection of Tobiasson
Road and Vaughan Road qualifies for a stop control on the Tobiasson Road entrance due
to a left -turn conflict in accordance with the guidelines set in Section 213-05 of the California
Manual on Uniform Traffic Control Devices; and
WHEREAS, the City Council has determined that a stop control and appropriate
markings should be established at the Tobiasson Road entrance at its intersection with
Vaughan Road.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: The City Council finds that the adoption of this Resolution is exempt
from the requirements of the California Environmental Quality Act (CEQA), pursuant
to Section 15061(b)(3) of the CEQA Guidelines, as it entails installation of a stop sign and
associated striping on existing pavement, and there is no possibility that this will have a
significant effect on the environment.
Section 2: In accordance with said Section 21351 of the California Vehicle Code and
Section 10.24.020 of the Poway Municipal Code, a stop control and appropriate markings
shall be installed on Tobiasson Road at the Vaughan Road intersection.

PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway at a
regular meeting this 2nd day of April 2013.
