A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AUTHORIZING THE CITY OF POWAY TO ACT AS
A PASS THROUGH AGENCY FOR THE
TRANSFER OF TRANSIT DEVELOPMENT ACT
RESERVE ACCOUNT FUNDS AS ADMINISTERED
FROM THE SAN DIEGO ASSOCIATION OF GOVERNMENTS
BICYCLE FACILITY COMMITTEE TO THE
SAN DIEGUITO RIVER VALLEY REGIONAL OPEN SPACE
PARK JOINT POWERS AUTHORITY
WHEREAS, the San Dieguito River Valley Regional Open Space
Park Joint Powers Authority has established a specific goal to
provide hiking/equestrian/jogging and bicycle trails within the
San Dieguito River Park; and
W~HEREAS, the San Dieguito River Park Joint Powers Authority
desires to conduct a study to determine an appropriate alignment
for a bicycle trail system that would interconnect the Cities of
Poway and Escondido via Lake Hodges; and
WHEREAS, certain monies are available from the Transit
Development Act Reserve Account as administered by the San Diego
Association of Governments Bicycle Facilities Committee to fund
such studies; and
WHEREAS, the San Dieguito River Park Joint Powers Authority
has initiated a request for proposal to conduct the bicycle
alignment studies with a funding cap not-to-exceed $25,000.
NOW, THEREFORE, the City of Poway does hereby resolve as
follows:
To encourage the San Diego Ass6ciation of Governments
Bicycle Facility to fund the Poway to Escondido bicycle
alignment study.
2. To award said funds to the City of Poway.
For the City of Poway to transfer the alignment funds to
the San Dieguito River Park Joint Powers Authority so
that a contract can be negotiated.
