MINUTES OF THE BUDGET REVIEW COMMITTEE
REGULAR MEETING
May 6, 2013
The May 6, 2013, Regular Meeting of the Budget Review Committee was called to order
at 6:03 p.m. by Vice Chair Barry Leonard at the Poway City Council Chambers
Observation Room, 13325 Civic Center Drive, Poway, California.

COMMITTEE BUSINESS
1. Goals and Objectives for FY 2013 -14
Staff distributed the proposed major department goals for FY 2013 -14.
2. Proposed FY 2013114 operating budgets, including:
A. Budget Summaries
Scott Edwards, Director of Administrative Services, provided an explanation of the
general fund summary and fiscal forecast, the all -City operating budget summary,
and the budget by fund schedules distributed by staff.
Following the explanation of the summary schedules, the Committee discussion
included the Redevelopment Property Tax Trust Fund (RPTTF) distributions and
the cost of law enforcement services effective in FY 2015 -16.

B. Legislative and Administrative
Penny Riley, City Manager, presented the Legislative and Administrative
department operating budget. Committee discussion included the City's use of
electronic records storage, the City's expenditures for support of the 211 system,
and the San Dieguito River Valley Joint Powers Authority (JPA). The Committee
requested that staff provide additional information for the basis of the cost
distribution among the JPA's participating agencies. The Committee also
requested the City consider posting candidate financial disclosure statements on
its website.
C. Administrative Services
Scott Edwards, Director of Administrative Services, provided an overview of the
Administrative Services operating budget. Committee discussion included the
causes for variances between adopted budget and midyear estimates, and the
City's use of level funding for replacement of capital equipment.
D. Community Services
Robin Bettin, Director of Community Services, provided an overview and highlights
of the Community Services operating budget. Committee discussion included the
City's contribution to the Poway Foundation for the Performing Arts, the contract
for animal control services, the cost and effectiveness of Poway Today, and the
department's use of volunteers.
Staff distributed the operating budget materials for the Development Services, Public
Works, and Safety Services departments, in preparation for the May 13, 2013 meeting.
