Res 91-043RESOLUTION NO. 91-043 RESOLUTION OF THE CITY OF POWAY ADOPTING THE SEVEN-YEAR TRANSNET LOCAL STREET AND ROAD PROGRAM OF PROJECTS FOR FISCAL YEARS 1993 THROUGH 1999 WHEREAS, on November 3, 1987, the voters of San Diego County approved the San Diego Transportation Improvement Program Ordinance and Expenditure Plan; and WHEREAS, the Ordinance provides that the SANDAG COmlm)Hssion shall annually approve a program of projects submitted by local jurisdictions identifying those transportation projects eligible to use transportation sales tax (TransNet) funds; and WHEREAS, the City of Poway was provided with an estimate of annual TransNet local street and road revenues for fiscal years 1993 through 1999; and WHEREAS, Expressway 6 the Regional funds. the City of Poway has determined that constructing the South Poway lanes from Sycamore Canyon Road to SR67 will significantly improve Transportation System and provide a better expenditure of public WHEREAS, the City of Poway has held a public hearing in accordance with Section 5{Al of the Ordinance; NOW THEREFORE BE IT RESOLVED that the City of Poway does hereby adopt the attached Seven-Year Program of Projects to be funded in part with local street and road TransNet revenues. BE IT FURTHER RESOLVED that pursuant to Section 8 of the TransNet Ordinance, the City of Poway certifies that the required minimum annual level of local discretionary funds to be expended for street and road purposes will be met throughout the seven-year period consistent with Maintenance of Effort Requirements adopted by the SANDAG Commission on June 24, 1988. BE IT FURTHER RESOLVED that pursuant to Section 9 of the TransNet Ordinance, the City of Powy certifies that TransNet funds programmed in the attached Seven-Year Program of Projects do not replace private developer funding which has been or will be committed for any project. BE IT FURTHER RESOLVED that pursuant to Section 16 of the TransNet Ordinance, the City of Poway certifies that each project of $250,000 or more will be clearly designated during construction with TransNet project funding identification signs. BE IT FURTHER RESOLVED that the City of Poway requests the TransNet Board to amend the Ordinance and transfer highway funds alloted for Poway Road (Espola Road to SR67) to be expended on South Poway Expressway from Sycamore Canyon Road to SR67. 6/R/RTIP Resolution No. 91-043 Page 2 BE IT FURTHER RESOLVED that the City of Poway does hereby certify all other applicable provisions of the TransNet Ordinance have been met.
