1.0_Chapter 1.0 - Introduction and Project DescriptionChapter 1.0 Introduction and Project Description Chapter 1.0 – Introduction and Project Description Espola Road Improvement Project Final EIR 1-1 May 2013 1.0 INTRODUCTION AND PROJECT DESCRIPTION 1.1 INTRODUCTION The City of Poway (City) is proposing to address roadway capacity and safety enhancements on Espola Road, located within the City, in San Diego County (County). This Environmental Impact Report (EIR) addresses the Espola Road Improvement Project (Project) and is an informational document intended for use by both decision makers and the public. It has been prepared specifically to disclose information regarding the Project and its potential environmental impacts and benefits for any interested member of the public, as well as the City Council, which will be making a decision about whether or not to approve the Project based on its contents. This section of the EIR briefly introduces the Project and agencies with responsibility for its implementation. The remainder of the chapter provides more detailed information on the Project location and setting, history, goals and description, as well as detailing any permits or approvals that might be required from other agencies. Proposed Project improvements would occur from approximately 1,000 feet south of the Espola Road/Titan Way intersection (just north of Willow Ranch Road) to the intersection of Espola Road and Twin Peaks Road, and primarily would consist of widening the existing two-lane collector to a three-lane secondary arterial between the north Project terminus south of Titan Way and the Espola Road/Twin Peaks Road intersection. The improvements also would provide necessary traffic safety, drainage, pedestrian, equestrian, and landscaping upgrades for the same portion of the roadway. Drainage improvements under Espola Road would continue approximately 500 feet south of the Espola Road/Twin Peaks Road intersection to an existing outfall located at the Espola Road crossing of Rattlesnake Creek. Because the City proposes partial use of federal funds for the Project, the Project is subject to federal, as well as City and state, environmental review requirements. Project technical documentation has been prepared in compliance with the California Environmental Quality Act (CEQA). This EIR has been prepared in accordance with the requirements of CEQA, the State CEQA Guidelines (as amended), and City standards. There are two lead agencies for this Project under state and federal laws. Lead agencies are those public agencies with responsibility for preparing and approving the document. The City is the lead agency for CEQA because the roadways are located within City boundaries, the Project falls under the jurisdiction of the City’s Development Services Department and the City is the Project proponent. Because of anticipated partial federal funding, the Federal Highway Administration (FHWA) traditionally would be lead agency under the National Environmental Policy Act (NEPA), with the California Department of Transportation (Caltrans) acting as its agent and providing oversight for the NEPA processing. While retaining responsibility for engineering, in 2007, the FHWA delegated responsibility for environmental analysis on local roadways to Caltrans, so that Caltrans now acts as lead agency for NEPA documentation. Caltrans will prepare a Categorical Exclusion under NEPA (which will be separately circulated) Chapter 1.0 – Introduction and Project Description Espola Road Improvement Project Final EIR 1-2 May 2013 as well as necessary updates/modifications to NEPA-required technical studies prior to Categorical Exclusion preparation. The technical appendices, while available for review and comment by anyone who wishes to see them, generally are provided for technical peer or agency review. Technical reports supporting this EIR were prepared in accordance with the above requirements. Following public circulation of this EIR and receipt of comments from the public and reviewing agencies, the City may: (1) give environmental approval to the proposed Project, (2) undertake additional environmental studies, or (3) abandon the Project. If the Project is given environmental approval and local funding is appropriated, the City could design and construct all or part of the Project. Alternatively, following City approval of the EIR and completion of NEPA actions as described in this EIR, federal funding could be appropriated and the City could design and construct all or part of the Project. 1.1.1 Introduction to Document Organization Based on the results of an Initial Study, the City of Poway determined that the proposed Project may have a significant effect on the environment under CEQA, which resulted in the requirement of EIR preparation. The content of the EIR was determined by the City based on a scoping meeting held on November 19, 2003 as well as comments received in response to the Notice of Preparation (NOP) of an environmental document distributed to the public in December 2003, and ongoing community coordination regarding the Project. Comments received on Project scope during the scoping meeting, and received in response to the NOP, are included in Appendix A. The document is organized into several general “sections.” As noted above, this introductory chapter provides an introduction and orientation to the Project and its elements, including its history, setting, objectives and required permitting and discretionary review requirements. Each of the Project’s potentially significant environmental impacts is presented in Chapter 2.0, which forms the heart of this environmental document. Preceding the issue discussions is an introduction to the section contents, including a discussion of the existing physical and regulatory conditions, impact thresholds/criteria for project evaluation, impact analysis and identification of mitigation (as appropriate) for each topic under analysis. Potential temporary and permanent environmental effects of the Project are identified for each topic discussed (Land Use, Visual/Aesthetics, Noise, Biological Resources, Cultural Resources, and Geology and Soils). The reader will note references to federal requirements in this chapter of the EIR, where those requirements affect the analysis or mitigation requirements the City has committed to implement. Chapter 3.0 provides additional important environmental information—reviewing issues for which no significant impacts under CEQA were identified. This chapter includes the topics of Transportation/Circulation, Air Quality, Hazards and Hazardous Materials, Paleontology, Public Services, Public Utilities, Agricultural Resources, Mineral Resources, Population and Housing, and Recreation. Chapter 6.0 addresses alternatives to the proposed Project that were evaluated and rejected, as well as the No Project (retention of existing conditions) Alternative. The remaining chapters contain additional information required under CEQA. References, contacts made during the EIR preparation process, and EIR preparation staff are listed in Chapters 7.0, 8.0 and 9.0, respectively. Technical and supporting materials are included in the aforementioned appendices, as outlined in the Table of Contents. 1.2 PROJECT LOCATION AND ENVIRONMENTAL SETTING 1.2.1 Location and Relation to Surrounding Roadways The Project site is located in the eastern portion of the City of Poway in San Diego County, California (Figure 1-1, Regional Location Map, and Figure 1-2, Project Vicinity Map). Figure 1-3, Study Area and Potential Roadway Footprint, shows the Project study area boundary, as well as the staging area to be used during Project buildout. Espola Road, also known as County Road S5, serves as a primary link between Poway’s northern, northeastern, and central residential areas. It also provides the northernmost link between Poway and Interstate 15 (I-15), and, as such, it provides an important east-west route in the northern portion of Poway. The Project area contains a variety of land uses overwhelmingly dominated by single-family residential dwelling units. The number of cross streets and driveway access points onto Espola Road on this portion of the roadway decreases its usefulness for through traffic. The segment of Espola Road south of the Project area, between Twin Peaks Road and Poway Road, also serves as an important inter-city link and a regional link between I-15 and State Route 67 (SR 67). Within the study area, Espola Road is currently a two-lane collector extending in a north-south direction with a posted speed limit of 45 miles per hour. The current Transportation Master Element (TME) uses a design capacity threshold for service. The threshold is 80 to 90 percent of capacity, which translates to level of service (LOS) D. (Capacity, at a 1:1 volume equals capacity, translates to LOS E.) According to the 2006 Traffic Analysis, the segments of Espola Road between Twin Peaks Road and Titan Way operate at LOS F with an average daily traffic (ADT) ranging between 19,327 and 21,165. By 2030, Espola Road between Twin Peaks Road and Titan Way is forecasted to carry ADT ranging between 21,378 and 23,411, all of which would remain LOS F (Appendix F). The TME of the City’s General Plan, amended in 2010, specifies that this segment of Espola Road be improved to include a 12-foot wide two-way left-turn lane in the roadway median, as well as bike lanes. The road would then have a design threshold of 24,000 ADT, with a capacity of 29,000 ADT (City 1991a, as amended through 2010). Consistent with the design capacity threshold, LOS A through D is considered acceptable for street segments and intersections in urbanized areas by the City. These levels assume that delays at intersections do not exceed 10, 20, 35, and 55 seconds, respectively. The unsignalized intersection of Espola Road and Durhullen Drive/Golden Sunset operates at LOS F (greater than Chapter 1.0 – Introduction and Project Description Espola Road Improvement Project Final EIR 1-4 May 2013 80 seconds delay) in the a.m. peak hour and at LOS E in the p.m. peak hour. Per the 2006 Traffic Analysis, all other intersections operate at an acceptable LOS C or B for both the a.m. and p.m. peak hours (Appendix F). 1.2.2 Changes in Adjacent Uses/Planning Constraints Poway has experienced extremely rapid growth over the past 45 years. Within a period of 50 years, the community grew from less than 1,600 persons (in 1957) to a primary residential and commercial community with a population of approximately 50,000. The area’s rural character really began to change with the housing boom of the 1970s, when tremendous building activity occurred in both the commercial and residential sectors. During the 1970s, Poway’s population increased by 139 percent (from 14,000 people to nearly 33,500). Approximately 70 percent of the dwelling units in Poway in 1980 were built after 1970 and over 50 percent of the commercial area along Poway Road was developed during the same period. This growth greatly changed the physical and functional characteristics of the community, and led to the City’s incorporation in December of 1980 (City 1991b). Between 1980 and 1990, City population growth increased 30 percent—from approximately 33,500 to over 43,500 (City 1991b); and in 2010, a population of 47,811 people lived in the City. The projected rate of growth is now slowing. By 2020, an estimated 54,070 people will reside in City, and population is projected to increase to 59,808 by 2050 (SANDAG 2010b). Within the segment of Espola Road addressed by this Project, the above-described growth was clearly reflected during this same period (1955 on). The portion of Espola Road between Twin Peaks Road and the northern Project terminus was primarily undeveloped at the beginning of this period. A few homes located along Espola Road, Jerome Road and High Valley Road provided the residential focus; and a sheep farm at the intersection of Espola Road and Twin Peaks and avocado groves in High Valley, and a horse stables in the vicinity of (current) Poway High School (PHS) supported the community’s primarily agriculturally based commercial activities. At that time, the focused commercial base in Poway was almost wholly located to the southwest, along Midland Road, Community Road, and Poway Road. Currently (as shown in Figure 1-3), Espola Road is edged by a fairly dense concentration of primarily single-family residential uses (individually designed and built homes as well as housing tracts), although some commercial, religious, recreational and educational facilities also are present. Facilities abutting or accessed via Espola Road include both open space and developed uses. The Blue Sky Ecological Reserve (Reserve), located approximately 0.7 mile northeast of the Project alignment, is a 700-acre natural habitat reserve with hiking, horseback riding and interpretive trails. Lake Poway Recreational Area, located just to the south of the Reserve, also offers multiple recreational activities. The Poway Center for the Performing Arts (PCPA), an 815-seat professional theater, is located just north of the northern terminus of the proposed Project, adjacent to PHS at Titan Way. At the extreme south end of the Project alignment, immediately south of Twin Peaks Road, the Church of Jesus Christ of Latter-day Saints is located east of Espola Road. The Montessori Child Development Center is located on the east side of Espola Road, approximately mid-way through the Project to the west. Although the Project area is highly developed, elements of native habitat still exist within the Project study area. These areas contain remnants of southern mixed chaparral, Diegan coastal sage scrub, non-native grassland, southern willow riparian forest and southern willow scrub. The largest native habitat area remaining is dominated by southern mixed chaparral and occurs in the northeastern Project area between High Valley Road and Titan Way among scattered residences and a water reservoir. Southern willow scrub occurs at Rattlesnake Creek at the south end of the alignment north of Ezra Lane, and southern willow riparian forest occurs east of Espola Road in the same area and on the west side of Espola Road just south of Del Poniente Road along an unnamed drainage. A portion of this area is overlain with a City Biological Conservation Easement. Overall, although the nature of the community abutting the roadway has physically changed, one of the City’s enduring characteristics is a population that retains interest in more rural pursuits. Of particular note is the fact that a number of properties along this segment of the road (as well as residences set off the road, but using Espola Road as primary access) support equestrian uses in addition to residences. As shown on Figure V-11 (Pedestrian Trail System) of the TME Pedestrian Element (2010:46) no east-west community trails parallel Twin Peaks Road and Del Poniente. A north-south regional trail is shown in the vicinity of Espola Road, with a community trail roughly paralleling Espola Road to the west between Titan Way and Twin Peaks Road. The primary local equestrian center (PVRA) is located south of Twin Peaks Road to the west of the Project area. Equestrians cross Espola Road at signalized intersections using signal change buttons sited for pedestrians at Del Poniente, and cross from sidewalk to sidewalk using equestrian signal change buttons at Twin Peaks Road. A signed unsignalized horse crossing also is located at Mountain Road, which may contribute to riders routing themselves along Espola Road (where no equestrian path exists or is planned). While the density of immediately abutting uses increased along with the numbers of Poway and County residents who need to use Espola Road, the road in this area has remained the same two-lane facility it was in the 1950s in terms of capacity. Improvements in terms of stormwater management and pedestrian amenities do not extend the length of the roadway; and paved sidewalks give way quickly to foot paths edging vehicular travel lanes along properties abutting the roadway where private property uses do not preclude such passage. The lack of dedicated sidewalk area is of particular concern given the number of abutting residents and the church and schools that serve them. 1.3 PROJECT HISTORY The City has been monitoring conditions of vehicular congestion and pedestrian/equestrian uses along Espola Road for the past decade. As described in the 1991 City General Plan TME, and detailed in Section 3.1, Transportation/Circulation, the roadway has been slated for widening and associated improvements for over 25 years. A program to widen the road was first actively Chapter 1.0 – Introduction and Project Description Espola Road Improvement Project Final EIR 1-6 May 2013 pursued by the City in the late 1990s, but lapsed due to funding issues (as well as opposition from abutting property owners). In 2002, however, the regional need to pursue improvements to this roadway segment, as well as the possibility of obtaining federal funding to help pay for the Project, led the City to again pursue bringing the roadway into compliance with the City’s General Plan. At that time, Espola Road was planned to be four lanes in this area, and 2003 design efforts identified three alternatives that would improve this segment of the road to that standard, as well as associated improvements for pedestrian, equestrian and bicycle users. (The reader is referred to Chapter 6.0 of this EIR for specifics on those earlier alternatives.) A scoping meeting for the Project was held by the City on November 4, 2003. Approximately 100 people provided comments regarding the Project. In summary, comments included concerns over pedestrian/equestrian safety at roadway crossings, driveway access (entrance and exit), existing and future noise, need for sound walls, sound wall aesthetics, removal of mature vegetation, speed on a four-lane road and lack of need for a four-lane facility. In addition, there were both positive and negative responses regarding a stop light at Espola Road/Durhullen Drive. Technical reports addressing the four-lane alternatives were completed, in compliance with both state and federal requirements, and a joint CEQA/NEPA document (an EIR/Environmental Assessment [EA]) neared public circulation in 2005. At the same time, however, the City was continuing to informally coordinate with City residents, including homeowners along Espola Road. Some input received by the City suggested that a four-lane facility was neither necessary nor desired, and the City continued to review whether a lesser project could satisfy existing and projected traffic loading. New modeling was undertaken by the City to update the traffic projections through 2030 (earlier modeling covered the period through 2025). The updated modeling also focused on specific segments of Espola Road rather than relying on more generalized projections provided by SANDAG for all area roads (and upon which earlier traffic modeling had been based). This more specific review indicated that a three-lane design would be functional, and operate within desired standards. As noted above, the current TME plans Espola Road to be two through lanes with a center two-way left-turn in this area, and 2003 design efforts identified three alternatives that would improve this segment of the road to that standard, as well as associated improvements for pedestrian, equestrian and bicycle users. In an effort to continue informal consultation efforts, an additional meeting was held by the City on August 12, 2008. Approximately 60 members of the public attended this meeting. Three comments were received opposing the proposed improvements of Espola Road. Four commentors supported the Project. Issues raised for City consideration included potential changes to driveway locations and steepness, the proposed signal at Espola Road/Durhullen Drive, placement of signs prohibiting U-turns near the school, widening of Northcrest Lane, safety of bicyclists and equestrians, noise levels, roadway access during construction and increased amount of flooding on private property. Chapter 1.0 – Introduction and Project Description Espola Road Improvement Project Final EIR 1-7 May 2013 Consistent with revised modeling and the current TME, the three-lane alternative is the Project described in Section 1.5 below and addressed in Chapters 2.0 and 3.0 of this EIR. The three-lane design is located wholly within the footprint of design scenarios evaluated for a four-lane roadway and would result in fewer environmental impacts while still meeting Project objectives (see below). Another beneficial aspect of the smaller footprint is that a full parcel acquisition that would have been required under one of the previously analyzed design scenarios (Assessor’s Parcel Number [APN] 321-011-24; see Chapter 4.0 of this EIR) would not occur under the current Project. 1.4 PROJECT OBJECTIVES Within the study area, Espola Road is currently a two-lane collector extending in a north-south direction with a posted speed limit of 45 miles per hour. As noted in Section 1.2 of this chapter, Espola Road currently operates at the equivalent of LOS F between Twin Peaks Road and Titan Way, and the intersection of Espola Road and Durhullen Drive/Golden Sunset currently operates at LOS F or E in the a.m. and p.m. peak hours, respectively. Pedestrian and equestrian safety on paths adjacent to and crossing the roadway comprise issues of concern to the City and abutting residents. As stated in the City of Poway General Plan, it is the goal of the City “…to provide a safe, realistic, efficient, and integrated transportation system to serve the present and future mobility needs of all the residents of Poway” (City 1991a:2). The proposed Project is designed to relieve congestion, and improve safety (vehicle, pedestrian, bicycle and equestrian) and roadway operations on Espola Road. The Project would increase the capacity of the existing roadway, resulting in an ability to operate at the design capacity threshold specified for three-lane facilities in the 2010-amended TME between Titan Way and Twin Peaks Road. Intersections would also improve. Intersections would operate at LOS D (Espola Road at Twin Peaks in the a.m. peak hour) to LOS A, B or C for all other signalized intersections during a.m. and p.m. peak hours (including Espola Road and Durhullen Drive/Golden Sunset, which would be signalized as part of the Project). Roadway safety also would be improved, due to incorporation of consistent (and widened) bike lanes and pathways edging the road. 1.5 PROJECT DESCRIPTION In overview, the proposed Project would provide circulation improvements to Espola Road from approximately 1,000 feet south of the intersection of Espola Road and Titan Way (just north of Willow Ranch Road) to the intersection of Espola Road and Twin Peaks Road, with drainage improvements continuing to approximately 500 feet south to where Espola Road crosses Rattlesnake Creek. Improvements would consist of widening and resurfacing the road from a two-lane to three-lane facility. Necessary traffic safety (new or upgraded signals), utilities (undergrounding), drainage (increased capacity), pedestrian (sidewalks and pathways), bikeway (designated bicycle lanes), equestrian crossings (a marked crossing with equestrian push buttons at Del Poniente Road) and landscaping improvements (slope and parkway plantings with street Chapter 1.0 – Introduction and Project Description Espola Road Improvement Project Final EIR 1-8 May 2013 trees) also would occur. These improvements would take place within slightly expanded road right-of-way; new right-of-way would total 18,687 square feet. Because roadway segments both north and south of the Project area are already widened to four lanes, implementation of the Project also would contribute to “gap closure,” rendering this middle segment more consistent with abutting segments, while not overbuilding improvements beyond those needed. 1.5.1 Roadway Upgrades Lane Configuration As noted above, the proposed Project would widen the two-lane road to three lanes. One 12-foot wide vehicle lane would carry traffic in each direction from the northern Project terminus south of Titan Way to the intersection of Espola Road and Twin Peaks Road. A dedicated 12-foot wide turn lane would be located between them. The Project generally would fit into the existing road right-of-way, and would follow both the horizontal and vertical alignment of the current road (Figures 1-4a through e, Proposed Project). Similar to existing conditions, following buildout, the road would have a posted speed of 45 miles per hour. Project improvements would result in ultimate road right-of-way being 67 to 96 feet in width. Signalization One traffic signal would be upgraded (at the intersection of Espola Road with High Valley Road/Del Poniente Road), and one new signal would be constructed at the intersection of Espola Road and Golden Sunset Lane/Durhullen Drive. At each of these intersections, the Project would add turn pockets for north- and southbound traffic. Pedestrian/Equestrian/Bikeway Improvements Minimum five-foot wide sidewalks would parallel improved portions of the road on both sides. Where possible, a non-contiguous sidewalk would be installed with a landscaped parkway to separate vehicular traffic from pedestrian traffic. This would provide additional Americans with Disabilities Act (ADA)-compliant and maintained pathway where none exists today, as well as additional separation of pedestrian and vehicular uses over current conditions. The sidewalks generally would be straight (non-meandering), although—as mentioned above—not necessarily contiguous with the curb. Bike lanes (minimum eight feet in width) would extend the length of the roadway improvements on both sides of the road, (bike lanes currently are narrower than eight feet and may not be located on both sides of the road) abutting curb edge, which is consistent with the 2010 TME. The reader is referred to Figure 1-5, Typical Cross Section, for a typical cross section. Areas in which landscaping would not be provided are limited in number and extent. Streetscape would not be provided abutting the parcel just south of Mountain Road (and for several parcels north of that road) on the east side of Espola. This is because the City is proposing to place road improvements within existing right-of-way, rather than expanding into adjacent private property. Streetscape also would not be provided for a single lot just south of Willow Road on the west side of Espola as the only Project change in this location is widening of an existing sidewalk. Planting would be provided along all other areas within the Project—consisting either of shrubs/groundcover and trees where feasible (i.e., not in areas required to act as water quality swales) and/or sound wall screening vines. The proposed landscape plant palette complies with the City’s Landscape and Irrigation Design Manual (City 2010), as well as Executive Order 13112 for federally funded projects, which prohibits use of invasive plant species. City standards include use of low-growing shrubs within 50 feet of the intersecting curb lines of two streets and within 5 feet of driveways, spacing of street trees an average of 30 feet on center, and preservation of clear zones around utilities, signs and safety elements such as fire hydrants. As indicated above, the City has developed a landscape palette that unifies primary City roadways and contributes to City identification, as well as meeting City concerns regarding maintenance and low levels of flammability during fire events. Project and City landscape architects reviewed the potential for modifying this palette to incorporate a primarily native planting palette (described in more detail in Section 2.2 of this EIR). Overall, the non- compatibility of native and ornamental landscape materials in the same planter due to differences in spacing and water requirements, results in such a mix being less than desirable. Where possible, natives have been identified, including locales adjacent to native vegetation. Drought tolerant species comprise a substantial part of the plant palette. (Figures 2.2-3a through f in Section 2.2 of this EIR depict proposed typical planting.) Trees currently are expected to provide focal points at four-way intersections and include Maidenhair tree (Ginkgo biloba) at Titan Way, a fruitless variety American sweet gum (Liquidambar styraciflua) at Twin Peaks and London plane tree (Platanus acerifolia) at Del Poniente. Intersection shrubs could include yarrow (Achillea spp.) and white rose Sharon’s delight (Rosa spp.). Parkway landscaping would include cork oak (Quercus suber) trees and proposed shrubs such as: rockrose (Cistus spp.), eriophyllum (Eriophyllum spp.), Douglas iris (Iris douglasiana), deer weed (Lotus scoparius) and/or Cleveland sage (Salvia clevelandii; native to San Diego County). Accent grasses would include deer grass (Muhlenbergia rigens), red bunny tails (Pennisetum messiacum) and blue bristle grass (Sesleria nitida). Bioswale1 plantings would include fescue grass (Fescue spp.). Proposed soundwalls, if approved, generally would have Boston ivy (Parthenocissus tricuspidata) planted on the wall side facing Espola Road. Diegan coastal sage scrub, southern willow riparian forest and southern mixed chaparral mixes have been identified for locales adjacent to these impacted native habitats. 1 Bioswales provide short-term drainage retention and water quality treatment through rock and plant filters, to minimize initial storm runoff (e.g., by infiltration) and remove pollutants (e.g. by filtration). Chapter 1.0 – Introduction and Project Description Espola Road Improvement Project Final EIR 1-10 May 2013 Retaining Walls A total of approximately 1,850 feet of retaining walls—varying from 3 to 11 feet in height—is proposed as part of the Project. All of these retaining walls would be provided north of Jerome Drive, with the highest (11-foot) wall located on the east side of Espola Road. Lighting New street lighting would consist of concrete poles supporting 180-watt low-pressure sodium lamps spaced 250 to 300 feet apart on both sides of Espola Road. Drainage Improvements As part of the Project, the City would modify and/or replace the existing storm drain system along the roadway with upgraded facilities. The existing system is primarily corrugated metal pipe (CMP) and, over the years, has deteriorated significantly. Also, using the latest methodology for hydrology shows that the existing systems are undersized in many locations. Accordingly, all proposed storm drain facilities would be designed to accommodate 100-year storm flows (per City standards) and would consist of reinforced concrete pipe (RCP) or reinforced concrete box culverts (RCB). In addition, portions of the existing CMP storm drain system would be lined to reduce capacity loss due to friction. Proposed new or modified storm drain facilities would extend generally between Northcrest Lane and the southern end of the study area south of Twin Peaks Road (Figure 1-6, Storm Drains). Specifically, these facilities would include a number of curb cuts and inlets along both sides of the roadway to direct flows into existing/proposed storm drain structures and/or bioretention (vegetated) swales proposed as part of the water quality system best management practices (BMPs). A storm drain trunk system would also be installed between Mountain Road and a tributary to Rattlesnake Creek near the southern study area boundary, and would replace the existing trapezoidal (open) channel in this location. This system would be located completely within the pavement of the existing roadway with the exception of the outfall. The upstream end of this system would connect into the existing storm drain at the intersection with Mountain Road. The proposed storm drain system would include RCP ranging in size (diameter) from 18 to 102 inches, and also would incorporate two RCB structures with dimensions of 96 by 72 inches and 72 by 48 inches. Additional proposed storm drain facilities would include cross- gutters running parallel to Espola Road near Northcrest and Evergreen lanes, and a pipeline located immediately upstream (north) of Los Nietos Avenue. The latter structure would convey discharge from the west side of Espola Road, eliminating the need for a cross-gutter at this location. A storm drain crossing of the creek at Northcrest Lane also would be extended in size and type to convey existing off-site flow across the street. The existing facility would be replaced by an 18-inch RCP. South of Twin Peaks Road, a new and parallel storm drain would tie into the RCB at Rattlesnake Creek, just north of Ezra Lane and within the main Rattlesnake Creek floodplain and floodway. 683.8679.6 Project Description Espola Road Improvement Project Final EIR 1-11 May 2013 Flows from the RCB let out into an existing natural open channel and no Project grading in the channel would be required. As indicated above, water quality (“first flush”) flows would be routed into the proposed bioretention swales in applicable areas through a number of curb cuts and inlets. After treatment in the swales, these flows would be redirected into the main storm drain system via a number of catch basins, and continue south to the described outlet at Rattlesnake Creek. 1.5.2 Construction Activities Project implementation would include excavation, grading and construction activities associated with the above-described road improvements, culminating in a total of approximately 17.2 acres of hardscape at ultimate buildout (including both existing and new hardscape). Construction activities generally would occur within the existing roadway right-of-way, as well as a Project staging area (see more below). This area would accommodate short-term worker parking and incidental edge effects that occur during linear construction projects. The reader should note that two open travel lanes would be maintained during construction during the a.m. and p.m. peak traffic hours. Excluding a.m. and p.m. peak travel periods, traffic control flaggers would route drivers and bicyclists along a single lane adjacent to the construction zone. Lane closures would not be allowed during commute hours (7:00 to 9:00 a.m., 2:00 to 3:00 p.m. and 4:00 to 6:00 p.m.). Existing pathways would be retained during construction. Users may be routed around active construction zones (i.e., detoured slightly within the immediate vicinity) but the facilities would not be closed during construction. The construction staging area has been identified based on suitability of its location, size, and lack of sensitive resources. The site is a City-owned parcel located on Twin Peaks Road just west of the Espola Road (see Figure 1-3). It is already surrounded by chain-link fencing, which would protect materials and vehicles stored within the designated staging area during Project construction. Grading Activities Approximately 12.1 acres of land would be graded and primary grading activities would be completed within a four-month period. Soil excavation cuts of approximately 25 feet in height would be made into the slope on the east side of the roadway in the area of Northcrest Lane and south of High Valley Road. Heavy equipment is expected to include at least two large earthmovers, two graders and two large dump trucks, as well as two backhoes during grading. Paving activities would require two steam rollers, a paving machine and up to four supply trucks. Loaders, concrete trucks/mixers, and water trucks also would be available. The heavy equipment has been estimated conservatively to be in operation eight hours per day and six days per week. The construction contractor may mobilize one or possibly two crews of workers. Approximately 10 to 15 workers per crew are anticipated to be on site at any one time, with their personal vehicles being parked along the roadway or at the designated staging area as appropriate. These Chapter 1.0 – Introduction and Project Description Espola Road Improvement Project Final EIR 1-12 May 2013 individuals would include approximately three to four people in the clearing/grubbing crew, three to five in the grading crew, six to eight in the base or core construction crew (working with utilities, preparation of the subgrade, curb and gutter, etc.) and six to eight in the paving crew. Preliminary earthwork totals assume approximately 5,691 cubic yards of cut and 7,905 cubic yards of fill material (soil import is anticipated). These figures do not include totals for earthmoving that would be determined during more detailed engineering (e.g., for subgrade or wall footings) but disclose the general level of magnitude of anticipated grading. It is probable that minor amounts of soil from within the evaluated footprint may be moved to augment or minimize soil amounts in any one specific location. Maximum cut and fill slopes generally would be approximately 25 feet in height, with maximum grades of 50 percent (2:1) for manufactured slopes. Blasting may be required in areas of shallow bedrock, and some large rocks are present in the vicinity of Northcrest Lane on the east side of Espola Road. (It is possible that the rocks may be broken rather than blasted apart.) Where blasting is necessary, these operations would precede other roadway grading activities and would be completed in a relatively short time period. Blasting activities would conform to all applicable regulatory standards regarding the use and storage of explosives. The contractor would be required to provide pre-blast notices, pre- and post-blast inspections, and monitoring of the blasting operation, in order to ensure that required standards for air quality, noise, vibration, public safety, etc. are not exceeded. Rock produced during blasting activities would be hauled off site or buried in site fills. No crushing would occur on site. Construction Hours In accordance with Chapter 8.08 of Title 8 of the City Health and Safety Code and Section 16.44.140 of the Poway Municipal Code (PMC), Project construction typically would be limited to the hours of 7:00 a.m. to 7:00 p.m. Monday through Saturday, and the construction activity noise level would not exceed an 8-hour average of 75 decibels during any 24-hour period when measured at an existing (or proposed) residential property line. Construction noise generation on Sundays and specified holidays (including the following Monday when January 1, July 4 or December 25 falls on a Sunday) is expressly prohibited under the City noise ordinance. Work would occur on Sundays, holidays or nighttime only if required and approved by the City for health and safety purposes (e.g., emergency access is somehow blocked or blasting has left an unsafe condition). Modification of Project Driveways As noted above, the proposed Project would require the reconstruction of several driveway approaches located along Espola Road. Driveways in areas of steeper slopes would be realigned/reconstructed at a maximum grade of 25 percent, in accordance with City standards. It is anticipated that reconstruction of individual driveway approaches temporarily would interrupt driveway access for approximately 6 to 72 hours. The timing of driveway approach reconstruction and location of alternative parking would be coordinated with each individual property owner prior to construction. Chapter 1.0 – Introduction and Project Description Espola Road Improvement Project Final EIR 1-13 May 2013 1.5.3 Construction Control Measures The Project design would include a number of standard measures to minimize effects related to air and water contamination during construction. Measures addressing air quality would include encouraging ridesharing or transit use among employees, controlling dust (via watering and/or cessation of grading during high wind periods), minimizing interruptions of traffic flow, and keeping equipment properly maintained and tuned. Standard best management practices (BMPs) would be used to avoid or minimize the discharge of surface and groundwater contaminants during construction. Specific BMPs include restriction of construction during wet weather, proper containment and disposal of paving wastes, proper storage and containment of construction-related hazardous materials (e.g., fuels), and use of sediment containment devices such as silt fencing, sand/gravel bags and/or fiber rolls. The Project construction program would include a temporary traffic control plan to minimize interruptions of existing traffic patterns and avoid related safety hazards during construction, in accordance with California Manual on Uniform Traffic Control Devices (MUTCD). Specific elements of this plan may include the use of flaggers and temporary restriping to maintain through traffic, barriers (e.g., cones) and signs to direct traffic movements, and reduction of speed limits in construction zones. It is possible that during reconstruction of driveways a portion of the existing driveways could be maintained for use. In any event, access to existing homes and businesses along or adjacent to the Project site would be maintained during construction by creating temporary driveways, and/or providing alternate access points, all within the evaluated Project footprint. 1.5.4 Utility Relocation Proposed improvements to Espola Road would require the relocation of several existing electric, gas, cable, telephone and water utility lines. No sewer relocations would be required. Electric, telephone and cable lines are currently located on overhead poles beginning at Twin Peaks Road and ending immediately north of Northcrest Lane. The Project proposes to underground the remaining overhead utility lines within the Project alignment. (Electric, cable and telephone lines located north of Willow Ranch Road are currently below ground.) All dry utilities (electric, cable and telephone) would share a joint-use trench to be located within either the existing and/or proposed Espola Road right-of-way. Although most of the existing power poles paralleling Espola Road would be removed during Project construction, a few poles connecting the utility to above-ground poles located along roads perpendicular to Espola would remain in order to provide continued electric service to specific residences. 1.5.5 Transit Service The Metropolitan Transit System (MTS) provides regularly scheduled bus service for the City, including Espola Road. The No. 820 Poway-San Diego Express links with the 844 Poway Loop, and provides express bus service to commuters. The Route 844 Poway Loop makes morning and afternoon trips to support schools along the loop (including PHS) and would continue to serve Espola Road during Project construction and upon Project completion. Chapter 1.0 – Introduction and Project Description Espola Road Improvement Project Final EIR 1-14 May 2013 1.6 REQUIRED DISCRETIONARY PERMITS AND ACTIONS 1.6.1 City Discretionary Actions Following receipt of public comments on the EIR and circulation of the Final EIR, the City Council will determine whether to certify the EIR and issue Findings. The Findings will summarize significant impacts associated with the Project. If mitigation is not proposed that would reduce the impact to less than significant levels following implementation, a Statement of Overriding Considerations (SOC) will identify each of those impacts, and explain both why the impact is not being fully mitigated and what overriding consideration supports the City in moving forward. (Overriding considerations would explain the City’s reason[s] regarding why on balance Espola Road conditions with the Project impact would be more beneficial than conditions without the Project.) The City Council also must make a decision in the future whether to approve the Project for construction and approve required land acquisitions. 1.6.2 Other Discretionary Actions As the federal Lead Agency with authority delegated by the FHWA, Caltrans currently anticipates preparation of a Categorical Exclusion based on technical studies to support the separate federal NEPA documentation process and make the appropriate conclusions regarding the level of significance of Project impacts. The City will not be able to access federal funds for final design, right-of-way arrangements or construction until both the City’s CEQA process and the federal NEPA environmental process are complete. In addition, the FHWA will only provide federal funding for a project that is considered feasible under NEPA, meaning the project provides all features needed to completely meet the purpose and need. Therefore, if the City selects a design that is not considered to be feasible by FHWA/Caltrans, federal funding would not be provided and Project monies would have to be obtained by the City from a different source. Other agencies would use this document to make discretionary decisions regarding Project permits in accordance with CEQA and NEPA requirements, as summarized in Table 1-1, Permits and Approvals.
