PASSED, ADOPTED, and APPROVED, by the City Council of the City of Po~&y, California, at a reqular ~e~ting this 28th day of Hay, ATTEST: 1991 · N~rJOr~. #ahleten, Ci y C er Resolution No. 91-048 Page 3 ENGINEER'S REPORT FOR POWAY LANDSCAPE MAINTEN~NCE ASSESSMENT DISTRICT NO. 83-01 FOR 1991-92 FISCAL YEAR PURPOSE The purpose of this report is to set forth the finding and engineering analysis for Poway Landscape Maintenance Assessment District No. 83-01 for 1991-1992 fiscal year. '~l~ne'~sses~ment District was formed June 14, 1983 as a means for financing the maintenance of landscape improvements installed in conjunction with new subdivisions in Poway, the boundary being as shown in Exhibit FINDINGS The Landscape and Lighting Act of 1972 perl~its the establishment of assessment districts by cities for the purpose of providing for the maintenance of certain public improvements. These improvements exist within the subject Assessment District. The 1972 Act requires that maintenance assessments be levied according to benefit rather than according to estimated value. Section 22573 provides that: "The new amount to be assessed upon lands within an assessment district may be apportioned by any formula or method which fairly distributes the new amount among all assessable lots or parcels in proportion to the estimated benefit to be received by each such lot or parcel from the improvements." It is proposed that the City of Poway generate the necessary revenue required to maintain the aforementioned landscaping improvements within Poway Landscape Maintenance Assessment District No. 83-01'for the 1991-1992 fiscal year using the methods provided for in the Landscape and Lighting Act of 1972. Ail assessments collected within this District .will be spent on utilities, maintenance and administration. New improvements within the district for this fiscal year include Camino del Norte: specifications are included as a part of this report. -1- ATTACHMENT A Resolution No. 91-048 Page 4 ENGINEERING ANALYSIS Boundar~ The boundary of the proposed Assessment District is as shown on Exhibit "A" with Rancho Arbolitos subdivision (TMs 3495, 4113, 4191, 89-15 and 89-18) being the major portion of the District with 998 units. The other component subdivisions presently making up the District are Adobe Ridge I and II (formerly Poway Woods 1 and 2, TM 3503), the Colonies (formerly Poway Hills, TM 3533), Casa Real Unit 7 (TM 3461), Rancho Espola (TM 85-01), Twin Peaks Plaza (TPM 86-03), Country Creek (TM 84-04R), Woodland Hills (TM 84-07~, Community 16 Villas (TM 86-05), Park Village con~os cicero-Pacific (TM 87-06), Gateway/La Manda (TM 88-05), Jonathan Park Lane (TM 87-11), Indian Trails (TM 88-07), Royster/Footman Lane (TM 88-13), Carmel Vista (TM 88-09), Cusick (TPM 89-09), Midland Estates (TTM 86-04), and Stobbs (TPM 89-01), totalling another 527 units. The assessment will be calculated on a per unit basis by dividing the required revenue by 1525. The property lines and dimensions of each lot or parcel of land within the Landscaping Maintenance district are shown in detail on the County of San Diego Assessor's maps. These maps are on file in the County Assessor's Office, 1600 Pacific Highway, Room 103, San Diego, CA 92101. Exceptions from the assessment of said costs and expenses within the area described are: all public streets, public avenues, public lanes, public roads, public drives, public courts, public alleys, all easements and rights-of-way, all public parks, greenbelts and parkways, and all public school property being used for public school purposes. NAME The name of the District is: Assessment District No. 83-01." "Poway Landscape Maintenance FACILITIES The facilities to be maintained are defined as the landscaping and soundwalls within the rights-of-way adjacent to Camino del.Norte, Twin Peaks Road, Route 56, and Espola Road; sidewalks and greenbelts within the District boundaries. The estimated value of the existing improvements to be maintained under this Landscaping Maintenance District is $5,722,000. -2- Resolution No. 9i-048 Page 5 EXISTINH CONDITIONS OF LANDSCAPE MAINTENI~NCE Landscape maintenance and performance standards and specifications have been developed to assure a continuing level of quality to landscape care of assessment district properties. A general assessment- of the present level and quality of landscape maintenance within the District has been recently conducted. The current~ -maintenance levels meet the City landscape maintenance standards. COMMERCIAL PROPERTIES /~qEXED INTO THE DISTRICT Twin Peaks Plaza has been included into the district. An equivalent dwelling unit of 88 has been assigned tD-~i~'~mmercial development. BENEFIT ]tNALYSIS The District is made up of the following subdivisions: Adobe ridge Unit 1, 55 units; Adobe Ridge Unit 2, 57 Units (formerly Poway Woods TM 3503); Casa Real Unit 7 (TM 3461), 69 units; The Colonies of Poway, 30 units (formerly Poway Hills TM 3533); Rancho Arbolitos, 998 units (TMs 3495, 4113, 4191, 89-15, and 89-18) Rancho Espola, 12 units (TM 85-01); Twin Peaks Plaza, 88 units (TPM 86-03); Country Creek, 51 units (TM 84-04R); Woodland Hills, 28 units (TM 84-07); Park Village, 18 units (TM 87-04); Community 16 Villas, 16 units (TM 86-05); Cicero-Pacific, 15 units (TM 87-06); Gateway/La Manda, 23 units (TM 88-05); Jonathan Park Lane, 13 units (TM 87-11); Indian Trails, 11 units (TM 88-07); Royster/Footman Lane*, 4 units (TM 88-13); Carmel Vista, 21 units (TM 88-09); Cusick, 4 units (TPM 89-09); Midland Estates (TTM 86-04), 10 units; Urban Economics* (TPM 89-19), 1 unit; and Stobbs* (TPM 89-02), 1 unit, for a total of 1,525 units. The assessment will be calculated on a per unit basis by dividing the required revenue by 1,525.
