The Assessment District was formed June 12, 1986 as a means for financing the maintenance of landscape improvements installed in conjunction with new subdivisions in Poway, the boundary being as shown in Exhibit "a". FINDINGS The Landscape and Lighting Act of 1972 permits the establishment of assessment districts by cities for the purpose of providing for the maintenance of common public improvements. These improvements exist within the subject Assessment District. The 1972 Act requires that maintenance assessments be levied according to benefit rather than according to estimated value. Section 22573 provides that: "The new amount to be assessed upon lands within an assessment district may be apportioned by any formula or method which fairly distributes the new amount among all assessable lots or parcels in proportion to the estimated benefit to be received by each such lot or parcel from the improvements." It is proposed that the City of Poway generate the necessary revenue required to maintain the aforementioned landscaping improvements within Poway Landscape Maintenance Assessment District No. 86-01 for the 1991-1992 fiscal year using the methods provided for in the Landscape and Lighting Act of 1972. Ail assessments collected within this District will be spent on utilities, maintenance and administration. There are no new improvements for this fiscal year, therefore no plans or specifications are a part of this report. --1- ATTACHMENT A Resolution No. 91 049 Page 4 ENGINEERING ANALYSIS Boundary The boundary of the proposed~Assessment District is as shown on Exhibit "A" consisting of Bridlewood (TMs 4090R, 4092R, and 4093R), Piedmont Park (TM 3545), The Grove (TM 84-08), Huntington Gate (TM 86-01, Units I and II), Stone Canyon Ranch (TM 4158), Jemy Corporation (TPM 88-02), Serenata (TM 87-05), Grimes (TPM 87-05), Stratford/Tierra Bonita (TM 87-08), Green Valley Groves (TM 88-15, Units I and III), Bernardo Winery Estates (TTM 88-11), Green Valley Oaks (TTM 88-12), Poway Chapel (DR 89-19), Liu (TPM 86-05), Condie (MDR 90-83), and Minx (MDR 90-76) being the present'~UI1 extent of the District (776 units). The property lines and dimensions of each lot or parcel of land within the Landscaping Maintenance district are shown in detail on the County of San Diego Assessor's maps. These maps are on file in the County Assessor's Office, 1600 Pacific Highway, Room 103, San Diego, CA 92101. Exceptions from the assessment of said costs and expenses within the area described are: all public streets, public avenues, public lanes, public roads, public drives, public courts, public alleys, all easements and rights-of-way, all public parks, greenbelts and parkways, and all public school property being used for public school purposes. "Poway Landscape Maintenance FACILITIES The facilities to be maintained are defined as the landscaping and soundwalls within the rights-of-way adjacent to Espola Road north of Twin Peaks Road, sidewalks, open space areas and greenbelts within the District boundaries. The estimated value of the existing improvements to be maintained under this Landscaping Maintenance District is $3,03~3,000. EXISTING CONDITIONS OF L~NDSCAPE MAINTENANCE The District has been inventoried and evaluated to insure compliance with required improvements. Landscape maintenance and performance standards and specifications have been developed to assure a continuing level of quality to landscape care of assessment district properties. The current maintenance levels meet the City landscape maintenance standards. -2- Resolution No. 91-049 Page 5 BENEFIT ANALYSIS The District encompasses tract developments along the Espola Road corridor. Bridlewood (~4s 4090R, 4091R, 4092R, and 4093R) has an aggregate total of 415 units; Piedmont Parks (TM 3345) has 78 units; Stone canyon Ranch (%~4 4158) has 23 units; Jemy Corporation (TPM 88-02) has 2 units; The Grove (TM 84-08) has 73 units; Huntington Gate (TM 86-01) has 70 units; Grimes (TPM 87-05) has 4 units; Stratford/Tierra Bonita (TM 87-08) has 4.5 units*; Green Valley. Groves (TM 88-15) has 49 units; Serenata (TM 87-05) has 26 units, Bernardo Winery Estates (TTM 88-11) has 26 units*, Green Valley Oaks (TTM 88-12) has 2.5 units*, Poway Chapel (DR 89-19) has one unit, Liu (TPM 86-05) has one unit*, Condie (MDR 90-83) has one-half unit*, and Minx (MDR 90-76) has one-half~ number of units within the District is 776 units. The assessment will be calculated on a per unit basis by dividing the required revenue by 776.
