ENGINEER'S REPORT
FOR
POWAY L~NDSCAPE MAINTENANCE ASSESSMENT
DISTRICT NO. 86-02 FOR 1991-92 FISCAL YEAR
PURPOSE
The purpose of this report is to set forth the finding and
engineering analysis for Poway Landscape Maintenance Assessment
District No. 86-02 for 1991-1992 fiscal year.
District was formed May 20, 1986 as a means for financing the
maintenance of landscape improvements installed in conjunction with
new subdivisions in Poway, the boundary being as shown in Exhibit
FINDINGS
The Landscape and Lighting Act of 1972 permits the establishment of
assessment districts by cities for the purpose of providing for the
maintenance of common public improvements. These improvements
exist within the subject Assessment District. The 1972 Act
requires that maintenance assessments be levied according to
benefit rather than according to estimated value. Section 22573
provides that:
"The new amount to be assessed upon lands within an
assessment district may be apportioned by any formula or
method which fairly distributes the new amount among all
assessable lots or parcels in proportion to the estimated
benefit to be received by each such lot or parcel from
the improvements."
It is proposed that the City of Poway generate the necessary
revenue required to maintain the aforementioned landscaping
improvements within Poway Landscape Maintenance Assessment District
No. 86-02 for the 1991-1992 fiscal year using the methods provided
for in the Landscape and Lighting Act pf 1972.
Ail assessments collected within this District will be spent on
utilities, maintenance and administration. There are no new
improvements for this fiscal year, therefore no plans or
specifications are a part of this report.

ENGINEERING ANALYSIS
Bounda~2'
The boundary of thef~'~oPosed'Assessment District is as shown on
Exhibit "A." It is broken into two zones with Sunrise Ranch (TM
4185R), Poway Villas (TM 87-12), Garden Road (TM 87-07), and Dos
Amigos Way (TM 84-04) comprising Zone A, and Sycamore Creek (TM 83-
02) comprising Zone Bo The two zones were created because the
parcels within Zone A don no substantially benefit from the
landscaping improvements in Zone B and vice-versa. There is
presently a total of 237 units within the DiStrict.
The property lines and dimensions of each lot or parcel of land
within the Landscaping Maintenance District are shown in detail on
the County of San Diego Assessor's maps. These maps are on file in
the County Assessor's Office, 1600 Pacific Highway, Room 103, San
Diego, CA 92101.
Exceptions from the assessment of said costs and expenses within
the area described are: all public streets, public avenues, public
lanes, public roads, public drives, public courts, public alleys,
all easements and rights-of-way, all public parks, greenbelts and
parkways, and all public school property being used for public
school purposes.

FACILITIES
The facilities to be maintained are defined as the landscaping and
soundwalls within the right-fo-way and adjacent to Poway Road and
Garden Road, sidewalks, and greenbelts within the District
boundaries.
EXISTING CONDITIONS OF LANDSCAPE MAINTENANCE
Landscape maintenance and performance standards and specifications
have been developed to assure a continuing level of quality to
landscape care of assessment district properties. A general
assessment of the present level and quality of landscape
maintenance within the District has been recently conducted. The
current maintenance levels meet the City landscape maintenance
standards.
The estimated value of the existing improvements to be maintained
under this Landscaping Maintenance District is $465,000 and
$549,000 for Zone A and B, respectively.'

BENEFIT ANALYSIS
The District is made up of two zones. Zone A consists of 35
residential units in Sunrise Ranch (TM 4185R), 30 residential units
in Poway Villas (TM 87-12), 4 units in Garden Road (TM 87-07)*, and
two units in Dos Amigos Way (TM 84-04)*. Zone B consist of 166
residential units in Sycamore Creek (TM 83-02). The assessment for
zones A and B will be calculated by dividing the required "zone
revenue" by the respective number of units (Zone A - 71 units, Zone
B - 166 units).
