A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
ESTABLISHING AN AGRICULTURAL/
DOMESTIC WATER USE SYSTEM
EFFECTIVE MAY 1, 1991
WHEREAS, the City of Poway established a block rate water
structure May 1, 1991 to respond to the declaration of a water
shortage by the San Diego County Water Authority ("SDCWA") and
the 20% reduction in the water supply by SDCWA; and
WHEREAS, it is desirable to establishing a water use system
for agricultural and agricultural/domestic water customers.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Poway as follows:
Section 1. That an agricultural and agricultural/domestic
water use system is hereby established as follows for all water
customers who were classified as agricultural and
agricultural/domestic water customers on or before May 1, 1991.
The water use system will apply to all water purchased by an
agricultural or agricultural/domestic customer subsequent to May
1, 1991.
In those bi-monthly billing periods in which agricultural and
agricultural/domestic consumption is less than the baseline
allocation for that account, each unit not consumed will be added
to the baseline allocation for that account for the subsequent
billing period. Block rate charges for the subsequent billing
period shall be calculated upon the adjusted baseline allocation.
In those bi-monthly billing periods in which agricultural and
agricultural/domestic consumption exceeds the baseline allocation
for that account, block rate charges will be applied in the
normal manner.
The water use period will be applied over a twelve-month period
beginning with May 1 and ending with the following April 30. Any
accumulated excess units at the end of the 12-month period
(April 30) will be deleted and a new water use period will start
on May 1.
Section 2. That said water use system will remain in effect
until such time as the water shortage declaration is rescinded by
SDCWA.

City of Poway, California, at a regular meeting thereof this 25th
day of June, 1991.
