RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING AN AMENDMENT TO THE SOUTH
POWAY SPECIFIC PLAN (SPA 84-01J)
WHEREAS, the City Council periodically finds it necessary to
amend the South Poway Specific Plan; and
WHEREAS, on July 30, 1985 the City Council adopted a
resolution approving the South Poway Planned Community (SPPC)
Development Plan, and said plan has been prepared and adopted as a
Specific Plan, and provides for the systematic implementation of
the Poway General Plan; and
WHEREAS, Ordinance No. 239 established Specific Plan
regulations including implementation procedures; and
WHEREAS, on July 26, 1988, the City Council adopted a
resolution revising the amendment process for the South Poway
Planned Community Development Plan to allow the Specific Plan
Amendment procedures for the City of Poway (Chapter 17.47 zoning
Development Code); and
WHEREAS, in accordance with Section 17.47.020.B, the proposed
amendment to the Specific Plan was requested and initiated by
Resolution No. 91-010 adopted January 29, 1991 by the City Council;
and
WHEREAS, the City proposes to reduce the minimum lot size from
one-half acre to one-third acre under certain criteria in the
business park and to change the land use designations from IP
(Industrial Park) to Light Industrial (LI) for 21 lots within the
Poway Corporate Center project; and
WHEREAS, the City of Poway held a properly noticed public
hearing in accordance with the California Government Code and the
California Environmental Quality Act to consider the amendments;
and
WHEREAS, the City Council finds that the previously certified
EIR of 1985 and the 1988 Subsequent EIR for the South Poway Planned
Community adequately address the environmental issues associated
with the amendments to minimum lot size and redesignation of land
use.
NOW, THEREFORE, be it resolved that the City Council does
hereby amend the South Poway Specific Plan as follows:

a. Minimum parcel size:
One-third (1/3) acre
(1) Criteria for one-third acre parcels/lots:
Zero lot line or common wall construction for
buildings on adjacent properties.
Reciprocal access agreement for common
driveways where series of one-third acre lots
are created.
Review of covenants, conveyances and
restrictions (CC&Rs) by the City Attorney,
Directors of Planning, Engineering and Safety
Services.
c. Minimum width:
90 feet
The minimum parcel size of one-third acre is only
applicable to the lots within Tentative Parcel Maps
91-07 and 91-08.
The land use designations for Lots 1 through 21 of Poway
Corporate Center (TTM 86-02 R(2)) are revised from Industrial
Park (IP) to (Light Industrial) LI.
APPROVED and ADOPTED by the City Council of the City of Poway,
State of California, this 6th day of August, 1991.
