A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
REGARDING THE INITIATION OF THE PREPARATION OF
AMENDMENTS TO THE SOUTH POWAY SPECIFIC PLAN
SPA 84-01-O, 84-01-P, AND 84-01-Q
WHEREAS, Chapter 17.47 (Specific Plan Regulations) of the
Poway Municipal Code (Zoning Ordinance) provides for the
initiation, preparation and adoption of specific plans in
accordance with Section 65450, et seq., of the California
Government Code (Article 8, Specific Plan); and
WHEREAS, Section 17.47.020.C (Initiation) of the Poway Zoning
Ordinance provides that the City Council may initiate the
preparation of, or amendment to, a specific plan on property by
resolution; and
WHEREAS, the operation of asphalt plants have been determined
to have negative impacts which are not found to be desirable for
the South Poway Planned Community; and
WHEREAS, the distribution and development standards for Open
Space areas in the South Poway Planned Community have been found to
be in need of updating and revision to address current development
patterns; and
WHEREAS, the future Sports Complex requires a change in the
land use designation from Light Industrial to Sports Complex, a
category to be added to the specific plan; and
WHEREAS, a revision to the setback standards has been
determined to be desirable as a means of implementing the
architectural standards for the business park.
WHEREAS, the City Council does hereby deem necessary and
desirable that amendments to the South Poway Specific Plan
incorporating the aforementioned changes (SPA 84-01-O, 84-01-P, and
84-01-Q) be initiated.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the
City of Poway hereby initiates the preparation of specific plan
amendments (SPA 84-01-O, 84-01-P, and 84-01-Q) amending the South
Poway Specific Plan to prohibit asphalt plants as a permanent use,
reviewing the use standards and distribution of open space, and
revising the setback standards.
APPROVED and ADOPTED by the City Council of the City of Poway,
