A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
ENDORSING SANDAG'S PROPOSAL TO CREATE A
REGIONAL TRIP REDUCTION PROGRAM BOARD
WHEREAS, the California Clean Air Act requires the preparation
of a Regional Air Quality Plan; and
WHEREAS, the Clean Air Act and the Congestion Management Act
require the adoption of trip reduction program for peak hour
travelers; and
WHEREAS, on April 26, 1991, the Board of Directors of the San
Diego Association of Governments approved the Transportation Control
Measures (TCM) Plan for Air Quality; and
WHEREAS, the TCM includes a regional trip reduction program; and
WHEREAS, SANDAG's Trip Reduction Advisory Committee has
recommended that a Program Board be appointed by the local
jurisdictions to administer the proposed Regional Trip Reduction
Program because such an approach should achieve both the region's air
quality and congestion management objectives and preclude the need
for a purely regulatory approach to the problems; and
WHEREAS, the San Diego County Air Polkution Control District
staff has prepared its own trip reduction Frogram which proposes that
the San Diego County Board of Supervisors would administer the
program with an advisory committee composed of representatives from
the cities, county, SANDAG, CALTRANS, transit operators,
transportation management associations, businesses and environmental
groups; and
WHEREAS, after considering the proposed alternatives for
administering the regional trip reduction program, the City Council
prefers the plan proposed by SANDAG where cities can share the
responsibility with the Board of Supervisors for approving and
running the trip reduction program.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Poway, California endorses the proposal by the San Diego
Association of Governments for the creation of a Trip Reduction
Program Board appointed by the local jurisdictions and composed of
representatives of the business community ~nd public sector employees
affected by the trip reduction program.
