Res 91-098RESOLUTION NO. 91-098 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING SPECIFIC PLAN AMENDMENT 84-01P ASSESSOR'S PARCEL NUMBER 317-281-17, 18, 317-280-46 WHEREAS, the City Council of the City of Poway recognizes that the need may arise to amend the City's General Plan; and WHEREAS, Section 65350, et seq. of the California Government Code describes the procedures for amending General Plans; and WHEREAS, Section 65450, et seq. of the California Government Code describes the procedures for amending Specific Plans; and WHEREAS, on July 30, 1985, the City Council adopted a resolution approving the South Poway Planned Community; and WHEREAS, Volume II (Development Development Plan contains procedures development plan; and Standards) of the SPPC for amending the subject WHEREAS, the City Council has initiated South Poway Specific Plan Amendment 84-01P involving amendments to the text and graphics of the adopted South Poway Planned Community Development Plan (volume I, Development Plan); and WHEREAS, on September 10, 1991, the City Council of the City of Poway held a properly noticed public hearing in accordance with the California Government Code and the California Environmental Quality Act (CEQA) to consider that request; and NOW, THEREFORE, follows: the City Council does hereby resolve as Section 1: Environmental Findinqs: The City Council finds that the project will not have significant adverse impacts on the environment and hereby issues a Negative Declaration with mitigation measures as contained in the conditions of approval. Section 2: City Council Decision: The City Council hereby amends the text and graphics of the South Poway amends the text and graphics of the South Poway Specific Plan (Volume 1) as follows: Land Use Redesignation: The following figures shall be amended to reflect the change in land use designated described in Paragraph 2 below. Resolution No.91-098 Page 2 Figure 7 - Figure 8 - Figure 8a - (Land Use Concept Plan with Limits Grading (Land Use Concept Plan) of (Subareas) Figures 9, 10 -(Depicting Subarea 1 and 2) Proposed Amendments Land Use Designation Change The 15.2 acre site located on the northeast corner of Stowe Drive and McIvers Court depicted on Attachment 2 of the staff report dated June 25, 1991 shall be redesignated from LI (Light Industrial) and OS (Open Space) to SC (Sports Complex). Development Plan Text Change Amend paragraph 2 on Pages 63 and 90 to incorporate a reference to the sports complex as follows: ACTIVE RECREATION AREAS Because the South Poway Planned Community has a relatively small number of proposed residential units and the primary land use is industrial, no public parks are proposed. There is a need, however, for private recreational facilities for employees of the industrial community. A 15 acre site located at the northeast corner of Stowe Drive and McIvers Court has been selected for a commercial recreational facility. This active recreation area will include baseball fields, basketball and volleyball courts, tennis courts, and a pay-for-play racquetball facility to be privately constructed, operated, and maintained, or maintained as part of a landscape maintenance district. In addition, the City will consider the use of a facilities fee to provide the equestrian trails, staging area, and South Poway Expressway equestrian underpass and the recreational facilities mentioned above. OPEN SPACE AND RECREATION GUIDELINES The preservation of natural open space in the South Poway Planned Community is a significant component of the community design concept. Regardless of the aesthetics of structures, humans require a certain amount of quality Resolution No. 91-098 Page 3 open space within their home and work environments to maintain an optimum level of physical as well as mental health. This in turn contributes to a more efficient and stable work force. Within these open spaces, various recreational opportunities are available. The open space areas shall be privately owned but may be included within a landscape maintenance district. Developed open space (open space other than natural open space) generally includes plazas, landscaped slopes, landscaped areas along roads within the main industrial areas of the South Poway Planned Community as well as a 15 acre sports complex located near the northern entrance to the business park on Community Road. The developed open space system is composed of two elements, the most extensive being the interior slopes which will be generated by creating the building pads. These slopes will be landscaped to provide erosion control as well as visual separation between building pads. The second element of the developed open space system is the landscaped right-of-way and building setback areas along the streets. The streetscape will create much of the project's character as a dominant visual element which extends through all of the industrial/commercial areas. It is appropriate to utilize part of the developed open space system for walkways and pedestrian/jogging trails. The incorporation of these features within the open space system will be considered at the project design level in relation to desirability, need, land use, pedestrian circulation and public safety. Some slope benches may provide a design opportunity for jogging trails. APPROVED and ADOPTED by the City Council of the City of Poway, State of California, this 10th day of September 1991.
