A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
SUPPORTING THE IMMIGRATION FUNDING PROJECT
WHEREAS, in 1986, Congress made a sweeping change in policy
with its enactment of the Immigration Reform and Control Act
(IRCA); and
WHEREAS, IRCA recognized the necessity for and mandated the
provision of certain human services to immigrants and allocated
funds for this purpose; and
WHEREAS, the Federal Government has not maintained its
financial commitment, resulting in serious hardships for state,
county and city government, schools, hospitals, and the
immigrants themselves; and
WHEREAS, the impact of the great influx of migrants is felt
not only in the border states but in every major urban center and
continues to increase.
NOW, THEREFORE, BE IT RESOLVED that the City of Poway
supports the goals of the Immigration Funding Project and calls
upon the United States Congress to immediately honor its
commitment, and its responsibility to provide adequate Federal
funding to meet the human needs of immigrants which result from
present Federal immigration policies.
PASSED, ADOPTED, AND APPROVED, by the City Council of the
City of Poway, California, at a regular meeting thereof this 10th
day of September, 1991.
