A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA ESTABLISHING RAW WATER RATES FOR
FISCAL YEAR 1991-1992
WHEREAS, the City Council adopted treated water rates for fiscal year 1991-
1992 on June 25, 1991; and
WHEREAS, the City Council desires to establish raw water rates retroactive
to all water billed after August 1, 1991; and
WHEREAS, it is necessary to continue to respond to the declaration of a 20%
water shortage by the San Diego County Water Authority (SDCWA).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway:
Section 1. That the raw water rate for Fiscal Year 1991-1992 is hereby
established as follows for all water billed after August 1, 1991:
Basic Water Rate
Charqe Per Acre Foot
The basic raw water rate for raw
water usage up to but not exceeding
the monthly quota:
Actual cost of water (currently $277)
SDCWA plus $25.99
Penalty Surcharqe
The penalty surcharge for water use
in excess of the monthly quota:
(currently 80% of 1989-90 usage)
Actual cost of water (currently $277)
plus penalty surcharge (currently
$394} plus $25.99.
Section 2. That the setting of such rates is categorically exempt from the
requirements of CEQA, pursuant to Sections 21080(b}(4) and (b)(8)(1) & (2), and
Section 21060.3 of the Public Resources Code, and Title 14 of the California Code
of Regulations, Section 15269{c) and 15273(a){1) & (2) and 15307.
