A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING AMENDMENTS TO THE SOUTH
POWAY SPECIFIC PLAN (SPA 84-01R AND 84-01S)
WHEREAS, the City Council periodically finds it necessary to
amend the South Poway Specific Plan; and
WHEREAS, on July 30, 1985 the City Council adopted a
resolution approving the South Poway Planned Community (SPPC)
Development Plan, and said plan has been prepared and adopted as a
Specific Plan, and provides for the systematic implementation of
the Poway General Plan; and
WHEREAS, Ordinance No. 239 established Specific Plan
regulations including implementation procedures; and
WHEREAS, on July 26, 1988, the City Council adopted a
resolution revising the amendment process for the South Poway
Planned Community Development Plan to allow the Specific Plan
Amendment procedures for the City of Poway (Chapter 17.47 Zoning
Ordinance); and
WHEREAS, in accordance with Section 17.47.020.B, the proposed
amendments to the Specific Plan are being requested and initiated
by resolution on October 29, 1991 by the City Council; and
WHEREAS, the City and the applicants propose to:
Amend the land use designation from Open Space to four
new designations of Natural Open Space, Commercial
Recreation, Limited Residential and Mineral Resource
Extraction. It is proposed that all lands designated as
Open Space within the South Poway Specific Plan be
redesignated to one of the four new categories.
Amend the SPPC to allow one-third acre minimum lots for
the Pomerado Business Park, C.F. Poway, Ltd., applicant.
WHEREAS, the Commercial Recreation designation and the one-
third acre minimum lot amendments are considered major amendments
to the South Poway Planned Community for which conditional use
permits are to be required; and
WHEREAS, the City of Poway held a properly noticed public
hearing in accordance with the California Government Code and the
California Environmental Quality Act to consider the amendment;

WHEREAS, the City Council finds that the previously certified
EIR of 1985 and the 1988 and 1990 Subsequent EIRs for the South
Poway Planned Community are adequate to address the initiation of
the specific plan amendments, and the environmental issues
associated with the proposed land uses within the Commercial
Recreation land use designation will be addressed in a supplemental
environmental document for the conditional use permits.
NOW, THEREFORE, be it resolved that the City Council does
hereby initiate an amendment to the South Poway Specific Plan as
follows:
Four designations are proposed to replace Open Space,
namely Natural Open Space, Commercial Recreation, Limited
Residential and Mineral Resource Extraction. Consider
redesignation of all lands categorized as Open Space to
one of these categories.
The property identified in Exhibit A is to be considered
for redesignation from Open Space to Commercial
Recreation. Use and development standards are to be
developed patterned after the Open Space - Recreation
zone within the municipal code and applicable elsewhere
in the city.
Conditional use permits are to be required for most uses
within the Commercial Recreation land use designation,
including those uses proposed by SPA 84-01 R.
One-third acre minimum lots are to be considered for all
lots or a select number of lots within the Pomerado
Business Park.
APPROVED and ADOPTED by the City Council of the City of Poway,
