A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWA¥, CALIFORNIA
AUTHORIZING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT BETWEEN
OTHER NORTH COUNTY CITIES, THE COUNTY OF SAN DIEGO,
SANDAG, THE UNITED STATES FISH AND WILDLIFE SERVICE,
AND THE STATE FISH AND GAME DEPARTMENT
WHEREAS, the City Council of the City of Poway is concerned about the
conservation of habitat for wildlife, especially species that are listed as
endangered, threatened, or candidates for such listing; and
WHEREAS, a number of individual cities within the County of San Diego are
preparing biological studies, wildlife conservation plans, or are considering
doing studies and plans; and the remaining cities could be impacted by the
results of these wildlife habitat conservation efforts; and
WHEREAS, the City Council of the City of Poway believes it is desirable to
engage in a process of coordinating all of these conservation efforts, sharing
information and jointly seeking funding sources for these efforts; and
WHEREAS, SANDAG is the most logical agency to facilitate the coordination
of these wildlife conservation planning efforts; and
WHEREAS, entering into a Memorandum of Agreement will formally provide the
cities/agencies with a process to coordinate these efforts; and
WHEREAS, the attached Memorandum of Agreement is not legally-binding on any
of the signatory agencies nor does it take away any individual planning or
regulatory authority.
NOW, THEREFORE, the City Council of the City of Poway, California, does
hereby resolve as follows:
1. That the above recitations are true and correct.
That the Memorandum of Agreement between the North County Cities, the
County of San Diego, SANDAG, U.S. Fish and Wildlife Services, and the
State Department of Fish and Game, which is on file in the City Clerk's office
and incorporated by this reference, is approved.
That the Mayor of the City of Poway is authorized to execute this
agreement.

PASSED, APPROVED, and ADOPTED at a regular meeting of the City Council of
the City of Poway this loth day of December, 1991.
