A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE SOUTH POWAY SPECIFIC PLAN
(SPA 84-01R)
WHEREAS, the City Council of the City of Poway recognizes that
the need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government
Code describes the procedures for amending General Plans; and
WHEREAS, on July 30, 1985, the City Council adopted a
resolution approving the South Poway Planned Community (SPPC)
Development Plan, and said plan has been prepared an adopted as a
specific plan, and provides for the systematic implementation of
the Poway General Plan; and
WHEREAS, Volume II (Development Standards) of the SPPC
Development Plan contains procedures for amending the subject
Development Plan; and
WHEREAS, the City Council has initiated South Poway Specific
Plan Amendment SPA 84-01R involving changes to the land use
designations and amendments to the text and graphics of the adopted
South Poway Planned Community Development Plan, Volumes I and II;
and
WHEREAS, on January 21, 1992, the City Council of the City of
Poway held a properly noticed public hearing in accordance with the
California Government Code and the California Environmental Quality
Act(CEQA) to consider that request; and
WHEREAS, at said Public Hearing, the City Council considered
the Environmental Initial Study prepared for SPA 84-01R along with
the previously certified Final EIR and Final Subsequent EIR for the
South Poway Specific Plan and the Final EIR for the CalMat-Poway
mineral resource extraction operation and determined that these
documents adequately addressed the potential environmental impacts
of creating the Natural Open Space, Open Space (1 du), and Mineral
Resource Extraction land use designations; and
NOW, THEREFORE BE IT RESOLVED that the City Council does
hereby amend the text and graphics of the South Poway Specific Plan
Volumes I and II as follows:
Land Use and Zoninq Redesignation:
Volume I: The following figures shall be amended by changing
the base map land use information to correspond with
Attachment 5, Revised Land Use Ma~ of the staff report dated
January 21, 1992:

Ail subarea descriptions and acreage totals within Section II
(Land Use Element) shall be modified appropriately in
accordance with the proposed amendments as described below.
Section III (Development Intensity Element) and Section VIII
(Overall Implementation Plan) shall also be modified in
accordance with the amendments described below. In addition,
volume II (Development Standards) Chapter 4 (Residential
Development Standards) shall also be amended accordingly.
Proposed Amendments:
The areas shown on Attachment 5, Revised Land Use Map,
shall be redesignated from OS (Open Space) to Natural
Open Space.
The areas shown on Attachment 5, Revised Land Use Map,
shall be redesignated from OS to OS (1 du).
Chapter 3 of Volume II of the Development Plan shall be
amended by adding the following two sections:

V. Land Use Standards for Mineral Resource Extraction Areas
The South Poway Planned Community includes approximately 151
acres of land designated for Mineral Resource Extraction Use
within Subarea 5.
The Mineral Resource Extraction area is all included within
the boundaries of the CalMat-Poway Reclamation Plan and
Conditional Use Permit 89-05. Mining operations within this
area are subject to the standards contained in City Council
Resolution P-91-48R and P-91-78 which approved the CalMat use
permit and reclamation plan. Once the CalMat operation is
completed and the land reclaimed per plan, this acreage shall
be designated as Natural Open Space.
Chapter 4 of volume II of the Development Plan shall be
revised by replacing the existing text with the following
paragraphs:
Residential Development Standards
The Open Space (1 du) land use designation is intended as an
area for very low density single-family residential
development. Parcels designated as Open Space (1 du) are
impacted by two or more of the following factors: unstable
soils, landslides, creek/floodway channels, steep and visually
prominent hillside areas. In order to avoid potential adverse
impacts in the areas of soils and geology, hydrology and
visual quality, residential development for these areas will
be restricted to one living unit per existing parcel or one
dwelling unit per 40 acres and most of the lot shall be left
in its natural state. With the exception of the foregoing
density limitation, the development standards for the Open
Space (1 du) areas shall be the same standards which apply to
Rural Residential zones as stated in the City of Poway Zoning
Ordinance.
The Single-Family 2 land use designation is found in the
westernmost portion of Subarea 5, west of Pomerado Road. It
is intended as an area for low density single-family
residential use with a minimum lot size of 20,000 square feet
and a maximum density of two units per net acre. Development
standards for this land use category are the same standards
which apply to the RS-2 zone contained in the City of Poway
Zoning Ordinance.
The MHP or Mobile Home Park land use designation is intended
for the exclusive development of mobile home parks. Mobile
home parks must be developed on sites of at least 20 acres in
size with a maximum density of eight dwelling units per net
acre. Development standards for mobile home parks are

contained in the mobile home park section of the City of Poway
Zoning Ordinance. Coaches and lots within mobile home parks
must be held in common ownership.
Total residential density for the South Poway Planned
Community shall not exceed 254 units and shall be distributed
as illustrated on Attachment 3 of the staff report dated
January 21, 1992.
An additional chapter shall be added to Volume II (following
Chapter 4) entitled Natural Open Space. Text for this chapter
shall read as follows:
Natural Open Space
The South Poway Planned Community includes approximately 538
acres which are designated as Natural Open Space. Most of
these areas are in a natural state although some manufactured
slope areas which were approved prior to 1992 have been
included. It is the intention of the Natural Open Space
designation to preserve existing biological resources and
visual buffers by precluding any further grading or
development beyond that which received Council approval prior
to January 1, 1992. Agricultural development and ornamental
landscaping will also be prohibited with the exception of
habitat restoration projects for previously disturbed areas
and revegetation plans for previously approved slopes. An
additional 151 acres will be reclaimed and revegetated as
Natural Open Space upon cessation of the aggregation
extraction and processing activities on the CalMat site.
