This report sets forth the findings and engineering analysis for Poway Landscape Maintenance District 83-1 for fiscal year 1992-93. FINDINGS The Landscape and Lighting Act of 1972 (Act) allows assessments to be levied for the maintenance of certain public improvements within a subject district according to benefit rather than estimated Value (Section 22573). The necessary revenue required to maintain the landscaping improvements within Poway Landscape Maintenance District 83-1 have been calculated according to benefit for fiscal year 1992-93 as provided for by the Act. All assessments collected within this District will be expended on maintenance, utilities, and administration of District 83-1 landscaping improvements. New District 83-1 improvements which are to be maintained by the district include Parkside/Rancho Arbolitos and Park Village (as shown within Exhibit B). These improvements add 3.5 acres to the district. ENGINEERING and BENEFIT ~NALYSES The name of this district is Poway Landscape Maintenance Assessment District 83-1. The boundary of the district is shown on Exhibit A. Property lines and dimensions of each lot or parcel of land within the landscaping maintenance district are shown in detail on the County of San Diego Assessor's maps. These maps are on file in the County Assessor's Office, 1600 Pacific Highway, Room 103, San Diego, California 92101. As of February 25, 1992, by Council Resolution No. 92-039, Landscape Maintenance District 83-1 was divided into two subzones: 83-1A for residential and 83-1B for commercial. Assessments for each subzone of the district will be calculated on a per unit basis by dividing the required revenue by the total units within each district. The residential subzone (LMD 83-1A) consists of the following developments: Resolution No. 92-077 Page 4 LMD 83-1 Engineer's Report Fiscal Year 1992/93 Page 2 Map No. Development Units TTMs 3495, 4113, 4191 89-15 and 89-18 TTM 3053 Rancho Arbolitos 994 Adobe Ridge I and II (AKA Poway Woods) The Colonies (AKA Poway Hills) Casa Real, Unit 7 Rancho Espola Country Creek Woodland Hills Community 16 Villas (AKA Poway 16) 112 TTM 3533 TTM 3461 69 TTM 85-01 12 TTM 84-04R 51 TTM 84-07 28 TTM 86-05 16 TTM 87-04 Park Village Condos 18 TTM 87-06 Cicero-Pacific 15 TTM 88-05 Gateway/La Manda 23 TTM 87-11 Jonathan Park Lane 13 TTM 88-07 Indian Trails 11 TTM 88-13 Royster/Footman Lane 4* TTM 88-09 Carmel Vista 21 TTM 86-04 Midland Estates 10 TPM 89-02 Stobbs 2 TPM 89-09 Cusick 4 TTM 91-03 Diroma Estates 2.5* TPM 91-03 Laugen 1 Total Units Assessed 1,436.5 Subzone LMD 83-1B consists of the following commercial developments: Map No. Development Units TPM 86-03 Twin Peaks Plaza 88 TPM 89-19 Urban Economics 2 CUP 91-08/DR 91-25 E1 Rancho Grande (Montessori) Total Units Assessed 91 Under current City policy, subdivisions consisting of five or more lots that do not have direct access through, or are immediately adjacent to developments containing improvements maintained by a landscape maintenance district, shall be assessed at 50 percent. Resolution No. 92-077 Page 5 LMD 83-1 Engineer's Report Fiscal Year 1992/93 Page 3 Assessments will be collected from properties annexed into the district. However, assessments cannot be collected from public- owned parcels (ie., all public streets, public avenues, public lanes, public roads, public drives, public courts, public alleys, all easements and rights-of-way, all public parks, greenbelts and parkways, and all public school property being used for public school purposes). FACILITIES AND I~AINTENANCE The facilities to be maintained by Zone "A" of the district are defined as the landscape and hardscape improvements within the rights-of-way associated with annexed subdivisions which are adjacent to portions of Pomerado Road, Twin Peaks Road, Tierra Bonita Road, Midland Road, Espola Road, Community Road, and Carriage Road. Facilities to be maintained by Zone "B" of the district are defined as the landscape and hardscape improvements within the rights-of-way adjacent to portions of Pomerado Road, Camino del Norte, North City Parkway east of Pomerado Road, and portions of Twin Peaks Plaza. The estimated value of the existing improvements to be maintained under Landscape Maintenance District 83-1 is $5,071,000 for Zone A, and $400,000 for Zone B. Performance standards and specifications have been developed for the landscape maintenance improvements to assure a level of quality of landscape assessment district properties. A recent assessment of the present level of quality has been conducted, and the current maintenance levels meet the City's landscape maintenance standards.
