A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF POWAY, CALIFORNIA, DETERMINING THAT THE
EXTENSION OF SOUTH POWAY EXPRESSWAY FROM POMERADO ROAD
TO THE WEST CITY LIMIT TO BE OF BENEFIT TO THE
PAGUAY REDEVELOPMENT PROJECT
WHEREAS, the Poway Redevelopment Agency will undertake the extension of
South Poway Expressway west from Pomerado Road to a point 1.2 miles west of
the City limit (5238); and
WHEREAS, the proposed project is within the Paguay Redevelopment Project
and pursuant to the Redevelopment Plan for the project, which Redevelopment
Plan was adopted on December 13, 1983 by Ordinance No. 117 of the City
Council; and
WHEREAS, Section 33445 of the California Health and Safety Code requires
the Agency to determine the issue of benefit to the Paguay Redevelopment
Project prior to expenditure of funds and that no other reasonable means of
financing are available; and
WHEREAS, the extension of the expressway will provide for more efficient
movement of vehicular traffic by providing a segment to a regional roadway
which will eventually connect State Highway 67 and Interstate 15 at Mercy Road
interchange; and
WHEREAS, the extension will also provide needed highway access to the
Pomerado Business Park, a major redevelopment project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Poway
as follows:
The Council finds that the extension of South Poway Expressway is
of benefit in that: 1} it provides for improved vehicular
movement; and 2) provides access to and from the Pomerado Business
Park.
The Council determines that pursuant to Health and Safety Code
33445: 1) the extension of the South Poway Expressway is of
benefit to the Project Area and neighborhood in which such
property is situated; and 2} no other reasonable means of
financing the project is available to the City of Poway.
APPROVED AND ADOPTED by the City Council of the City of Poway,
California, this 23rd day of June, 1992.
